Roll Call Present: 10 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Beeman, Cummings, Boldt and Reckelberg Absent: 1- Kaderabek 3. Public Comment Council President Sitkiewitz declared the meeting open for public input. In accordance with policy, the public input portion of the meeting is not made a part of the official record. Alder Kaderabek present at 5:02 p.m. Present: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Kaderabek, Vanderkin, Beeman, Cummings, Boldt and Reckelberg 4. Discussion and Action Items 23-0790 PC 19-2023: Discussion Regarding Amendment to Chapter 15 Related to Accessory Dwelling Units. Kaitlin and Paul presented to the Committee of the Whole and answered questions on Accessory Dwelling Units No action City of Manitowoc Page 1 Committee of the Whole Meeting Minutes October 16, 2023 Council President Sitkiewitz read the notice to convene in closed session: Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. 5. Closed Session A motion was made by Czekala, seconded by Brey, to convene in closed session. The motion carried by the following Roll Call vote: Aye: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Kaderabek, Vanderkin, Beeman, Cummings, Boldt and Reckelberg 23-0772 Resolution to Approve Side Letter of Agreement to the 2022-2024 Labor Agreement Between City of Manitowoc, and International Association of Firefighters Local 368, AFL-CIO 23-0887 Update on MAVCB lawsuit Committee of the Whole deliberated in closed session. (redacted -- Closed Session) 6. Reconvene in Open Session A motion was made by Reckelberg, seconded by Czekala, to reconvene in open session. The motion carried by the following Roll Call vote: Aye: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Kaderabek, Vanderkin, Beeman, Cummings, Boldt and Reckelberg 23-0772 Resolution to Approve Side Letter of Agreement to the 2022-2024 Labor Agreement Between City of Manitowoc, and International Association of Firefighters Local 368, AFL-CIO This item will go to Common Council on October 24, 2023 as presented Moved by Sitkiewitz, seconded by Czekala, to separate the two items in the Side Letter Agreement and have those side letters drafted for Council on October 24th. This meeting is being conducted both in Council Chambers at City Hall and via Zoom to maximize opportunities for residents to attend.
