Council President Sitkiewitz declared the meeting open for public input. In
accordance with policy, the public input portion of the meeting is not made
a part of the official record.

Council President Sitkiewitz read the notice to convene in closed session: Notice is
hereby given that the above governmental body may adjourn into a closed session
during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes,
which authorizes the governmental body to convene in closed session for the
purpose of deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session.
Notice is hereby given that the above governmental body may adjourn into a closed
session during the meeting as authorized by Section 19.85(1)(g) of the Wisconsin
Statutes, which authorizes the governmental body to convene in closed session for
the purpose of conferring with legal counsel for the governmental body who is
rendering oral or written advice concerning strategy to be adopted by the body with
respect to litigation in which it is or is likely to become involved.

A motion was made by Czekala, seconded by Brey, to convene in closed
session. The motion carried by the following Roll Call vote:

6. Reconvene in Open Session
A motion was made by Reckelberg, seconded by Czekala, to reconvene in open
session. The motion carried by the following Roll Call vote:

23-0772 Resolution to Approve Side Letter of Agreement to the 2022-2024 Labor
Agreement Between City of Manitowoc, and International Association of
Firefighters Local 368, AFL-CIO
This item will go to Common Council on October 24, 2023 as presented
Moved by Sitkiewitz, seconded by Czekala, to separate the two items in the Side
Letter Agreement and have those side letters drafted for Council on October 24th.
The motion failed by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Those attending the meeting via
Zoom who wish to give public input are asked to keep their microphone muted until
public input is opened to improve audio quality for all attendees. Those using their
