ROLL CALL Alderpersons Present: 10 - Mike Howe, Jim Brey, Patrick Brandel, Allan Schema, Eric Sitkiewitz, Jason Sladky, Jill Hennessey, Christopher Able, Dave Soeldner and Scott McMeans C. PLEDGE OF ALLEGIANCE & INVOCATION D. NEWLY ELECTED COUNCIL MEMBERS TAKE OATH OF OFFICE City Clerk administered the oaths of office to newly elected Council members: Mike Howe (District 1), Scott McMeans (District 2), Christopher Able (District 3), Jill Hennessey (District 7) and Jason Sladky (District 10). E. NOMINATIONS FOR PRESIDENT OF COMMON COUNCIL Mayor Nickels announced that nominations were in order for the election of President of the Common Council, who also acts as Chaplain. Alderperson McMeans nominated Alderperson Eric Sitkiewitz as President of the Common Council. Alderperson Able nominated Alderperson Jim Brey as President of the Common Council. F. ELECTION OF PRESIDENT OF COUNCIL There being two nominations, a vote was taken and votes were recorded as follows: Sitkiewitz, six votes; Brey, four votes. Mayor declared Alderperson Sitkiewitz elected as President of the Common Council and the City Clerk then administered the oath of office. G. ALDERPERSON IS DECLARED ELECTED AS PRESIDENT (TAKES OATH) Mayor declared Alderperson Sitkiewitz elected as President of the Common Council and the City Clerk then administered the oath of office. H. DRAWING FOR SEATS Members proceeded to draw for seats with the results being as follows: Seat/Name - (1) Schema, (2) Brandel, (3) Soeldner, (4) Brey, (5) Hennessey, (6) Howe, (7) Sladky, (8) McMeans, (9) Able and (10) Sitkiewitz. Mayor declared a brief recess to allow for members to take their new seats and then called the meeting back to order. I. ADOPTION OF RULES 15-278 Proposed Council Rules, Common Council Calendar and Staff Calendar relative to proposed change in workflow from Committee's to Council. (Note: Council suspended the current Council Rules and adopt the proposed Council Rules for February & March, 2015). Attachments: revised rules.pdf Moved by Able, seconded by Hennessey, to amend paragraph 2 of the Council Rules to include that Council meetings to be held on the first and third Monday of each month . The motion failed by the following vote: Aye: 1- Able Nay: 9- Howe, Brey, Brandel, Schema, Sitkiewitz, Sladky, Hennessey, Soeldner and McMeans Moved by Able, seconded by Brey, that paragraph 10i of the Council Rules be amended to add Recess (if needed) under Reports of Standing Committees. The motion carried by the following vote: Aye: 10 - Howe, Brey, Brandel, Schema, Sitkiewitz, Sladky, Hennessey, Able, Soeldner and McMeans Moved by Sitkiewitz, seconded by McMeans, that the Council Rules be adopted as amended.
