Call to Order Chairman Sitkiewitz called the meeting to order at 5:00 PM 2. Roll Call Present: 3- Able, Brey and Sitkiewitz Absent: 2- McMeans and Shaw Others Present at Meeting: Alderperson Mike Howe (5:05 PM), Finance Director/Treasurer Steve Corbeille, Assistant Finance Director Tony Scherer, Director of Public Infrastructure Dan Koski, Operations Business Manager Karen Dorow, Transit/Buildings & Grounds Team Leader Jim Muenzenmeyer, Fire Chief Todd Blaser (5:08 PM), Plumbing Inspector Bill Yindra (5:58 PM), Director of Public Library Cherilyn Stewart and Human Resourses Director Rochelle Blindauer 3. Approval of Minutes 14-2083 Minutes of August 18, 2014 Moved by Brey, seconded by Able, that the Minutes be approved. The motion carried by the following vote: Aye: 3- Able, Brey and Sitkiewitz 14-2084 Minutes of September 15, 2014 Moved by Brey, seconded by Able, that the Minutes be approved. The motion carried by the following vote: Aye: 3- Able, Brey and Sitkiewitz 4. Public Comment No public comment was presented to the Committee at this meeting. 5. Discussion and Action Items Scott McMeans joined the meeting at 5:05 PM Present: 4- McMeans, Able, Brey and Sitkiewitz Absent: 1- Shaw City of Manitowoc Page 1 Finance Committee Meeting Minutes October 14, 2014 14-1658 Guidebook for Purchasing, Budget and Accounting Policies The Committee discussed the guidebook and the framing/wording of the ordinance. Moved by Able, seconded by Brey, that this Action Item be recommended for approval to the Common Council. The motion carried by the following vote: Aye: 4- McMeans, Able, Brey and Sitkiewitz 14-2080 Recommendation by Capital Allocation Working Group to fund Unbudgeted Purchase of Access Control System at City Hall and Police Department not to exceed $11,000 Jim Muenzenmeyer reported to the Committee providing a discription of the current equipment along with his reasons for supporting the new equipment purchase. The Committee questioned Mr. Muenzenmeyer and discussed the action item. Moved by McMeans, seconded by Able, that this Action Item be approved. The motion carried by the following vote: Aye: 4- McMeans, Able, Brey and Sitkiewitz 14-2082 Correspondence from Corp of Engineers regarding discontinuance of 1982 agreement and refund to city. Steve Corbeille explained the issue and reviewed its history with the Committee. Moved by McMeans, seconded by Able, that this Action Item be approved. The motion carried by the following vote: Aye: 4- McMeans, Able, Brey and Sitkiewitz 14-2081 2015 Proposed City Budget Requests for Reinstatement/Amendment Topics of the 2015 Budget discussed by the Committee included capital allocation, the marina maintenance fund and the funding and operational specifics of a housing inspector. Chief Blaser explained his plan regarding the housing inspections and code compliance. Other issues discussed by the Committee included the reduction of personnel in the Fire Department, Special Revenue Fund budgets and Room Tax issues. Chairman Sitkiewitz's plan for continued discussion on the 2015 Budget is to have alders contact Finance Director Corbeille with specific questions prior the the next scheduled meeting date set for the first week of November. No formal action was taken by the Committee on the 2015 Proposed City Budget at this meeting. 6. Adjournment Moved by Brey, seconded by Able, that this meeting be adjourned.
