15-214 Minutes of February 2, 2015
Moved by Brey, seconded by Brandel, that this Action Item be accepted and
placed on file. The motion carried by the following vote:

15-144 Operations Agreement with The Friends of the Manitowoc Family Aquatics
Center for cost sharing operational costs of the Manitowoc Family Aquatics
Center
Status update for negotiations on the agreement with the Friends of the Manitowoc Family Aquatics
Center. Will meet in March to begin discussions.
15-143 Agreement with Friends of Citizen Park Recreation Center
Update on status of the Friends of Citizen Park and their proposed agreement with the city. They
will need to finalize their Non-Profit Status with IRS prior to proceeding with any agreement.
15-244 Capital Allocation Working Group recommends the Transfer of $40,000
from the CP Tennis Court project to the Red Arrow Tennis Court project.
Total estimated Red Arrow tennis court project cost is $150,000 with MPSD
funding $40,000 for a net share to the city of $110,000.
Moved by Brey, seconded by Brandel, that this Action Item be approved. The
motion carried by the following vote:

15-245 Capital Allocation Working Group recommends funding $2,535 as an

unbudgeted expense for the MAVCB furnace failure. The MAVCB will pay
for the first $2500 of the project.
Jim Muenzenmeyer presented information that the MVIC will pay all but $1,267.50
Moved by Able, seconded by Brandel, that this Action Item be approved at an
amount not to exceed $1,267.50. The motion carried by the following vote:

15-247 Capital Allocation Working Group recommends funding $4,200 for the repair
of the fish grinder at the Fish Grinding Station at the Marina. The Northeast
Great Lakes Sport Fishing group will be funding 1/3 of the total cost.
Moved by Brey, seconded by Able, that this Action Item be approved. The
motion carried by the following vote:
Aye: 5- Sitkiewitz, McMeans, Able, Brey and Brandel
15-246 Capital Allocation Working Group recommends funding up to $14,000 for the
City Hall Camera Upgrade.
Jim Muenzenmeyer presented information that the lowest quote is just under $11,000.
Moved by McMeans, seconded by Able, that this Action Item be approved at
an amount up to $11,000. The motion carried by the following vote:

7. CONVENE IN CLOSED SESSION
Notice is hereby given that the above governmental body may adjourn into a closed
session during the meeting as authorized by Section 19.85(1)(g) of the Wisconsin
Statutes, which authorizes the governmental body to convene in closed session for
the purpose of conferring with legal counsel for the governmental body who is
rendering oral or written advice concerning strategy to be adopted by the body with
respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
