Moved by Sitkiewitz, seconded by McMeans, to increase the revenues for the
GTA budget line and adjust (reduce) the levy. The motion carried by the
following vote:

Motion on the floor: REMOVE from the Borrowing: Red Arrow Concession
stand/Ball Diamond renovations $50k and Quay St 6th St to 8th St
concrete project $315k; ADD to the Borrowing: Fix safety issues on
Mariner's Trail @ YMCA/Marina $50k, Bridge at Little Manitowoc River on
Mariner's Trail $150k, Rapids/Calumet intersection $100k, and a study for
a Bridge to connect Manitou and Lower Henry Schuette parks $50k.
Amended: Moved by M Howe, seconded by J Brey to remove $50k for the
study of the bridge for LHS/Manitou parks, that motion was withdrawn.
Amended: Moved by S McMeans, seconded by M Howe to remove the
$50k study for the bridge at LHS/Manitou parks and move it to general
capital for parks projects with a friendly amendment to use the money for
LHS and Manitou Parks only. Motion passed 4-1 with J Brey opposed.
Amended: Moved by J Brey to add back $25k for the Red Arrow Park
Concession stand/Ball Diamond renovations; no second, motion fails.
Amended: Moved by M Howe, seconded by J Brey to add back $15k for
the Red Arrow Park Concession stand/Ball Diamond renovations. Motion
passed 5-0.
Moved by Sitkiewitz, seconded by McMeans, that this Action Item be accepted
and referred to Council. The motion carried including all the amendments by the
following vote:
Aye: 5- Brey, McMeans, Sitkiewitz, Howe and Lotz
Moved by McMeans, seconded by Howe, to defund the Staff Attorney proposed
additional hours, remove the Housing Code Inspector proposed position, and
remove the proposed position of the Development Planner; however to hold the
funds in the budget. The motion failed by the following vote:
Aye: 2- McMeans and Howe
Nay: 3- Brey, Sitkiewitz and Lotz
Moved by Sitkiewitz, seconded by Howe, that the Budget move to the full Council
for Action. Amended to include making the adjustment for the Expenditure
Restraint program. The motion carried by the following vote:
Aye: 5- Brey, McMeans, Sitkiewitz, Howe and Lotz
6. Adjournment
A motion was made by Alderperson Scott McMeans, seconded by Alderperson
Mike Howe, to adjourn. The motion carried by the following vote:
