Finance to report on how many residential special assessments there were for reconstruction projects for the past 5 years. City of Manitowoc Page 2 Finance Committee Meeting Minutes November 13, 2018 The Finance Committee agreed they would support borrowing $6M. The proposed amount is $9,726,455. Many motions to the proposed budget were made: Moved by Williams, seconded by McMeans, that this Action Item be accepted to remove $10,000 from the proposed capital borrowing for Storm Sewer at Reed Ave and East of N 2nd Street. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams Moved by Sitkiewitz, seconded by McMeans, that this Action Item be accepted to remove $1,475,000 from the proposed capital borrowing for S 30th St. reconstruction and storm sewer. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams Moved by McMeans, seconded by Lotz, that this Action Item be accepted to remove $100,000 and $45,000 from the proposed capital borrowing for Meadow Ct asphalt and the MPSD municipal field upgrades respectively. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams Moved by McMeans, seconded by Sitkiewitz, that this Action Item be accepted to remove $50,000 from the proposed capital borrowing for 2 of the 4 splash pads. The motion carried by the following vote: Aye: 4- Lotz, McMeans, Sitkiewitz and Williams Nay: 1- Brey Moved by McMeans, seconded by Sitkiewitz, that this Action Item be accepted to remove $100,000 and another $100,000 from the proposed capital borrowing for Park Signage and the Band Shell, with an amendment Moved by McMeans, seconded by Brey to add back $20,000 for the Restoration project of the current Band Shell. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams Moved by McMeans, seconded by Lotz, that this Action Item be accepted to remove $15,000 from the proposed capital borrowing for the Blue Rail Kayak launch and Fish Selfie Stage. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams Moved by McMeans, seconded by Sitkiewitz, that this Action Item be accepted to remove $500,000 from the proposed capital borrowing for the CN Pennisula. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams Moved by Sitkiewitz, seconded by McMeans, that this Action Item be accepted to remove $25,000 from the proposed capital borrowing for the Stormwater plan at the Aquatic Center. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams City of Manitowoc Page 3 Finance Committee Meeting Minutes November 13, 2018 Moved by McMeans, seconded by Williams, that this Action Item be accepted to remove $25,000 from the proposed capital borrowing for Bike and pedestrian trail connectivity plan. The motion carried by the following vote: Aye: 3- Lotz, McMeans and Williams Nay: 2- Brey and Sitkiewitz Moved by Sitkiewitz, seconded by McMeans, that this Action Item be accepted to remove $20,000 from the proposed capital borrowing for the Silver Creek tow rope and ice rink. The motion carried by the following vote: Aye: 4- Lotz, McMeans, Sitkiewitz and Williams Nay: 1- Brey 18-1156 Ordinance Creating a Wheel Tax and Amending Special Assessments Attachments: Wheel Tax Ordinance as Amended at Finance Committee 11132018 Amendment#1 - Section 1 (1) Purpose: add language that distictly identifies that these funds are to be used for the reconstruction and repair of roads in lieu of Special Assessments. Amendment#2 - Section 1 (8) add this section to include language that the funds will be segregated. Moved by McMeans, seconded by Lotz, that this Ordinance be adopted as amended and referred to Council. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams 6. Adjournment Budget deliberations will continue on November 15, 2018 at 5:30pm in the 1st Floor West Conference Room. A motion was made by McMeans, seconded by Lotz, to adjourn.
