Presentations 21-0225 2021 Refunding Bond Summary Presentation by Brad Viegut from Baird Attachments: PB - Manitowoc CY PP 2021 Moved by McMeans, seconded by Brunner, that this Presentation be accepted. The motion carried by the following vote: Aye: 5- Brey, McMeans, Sitkiewitz, Schlei and Brunner 5. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: Any Committee Member may request removal of any item from the Consent Agenda, and such item shall be removed without debate or vote. Any item or part thereof removed from the Consent Agenda shall be separately considered. The motion carried by the following vote: Aye: 5- Brey, McMeans, Sitkiewitz, Schlei and Brunner 21-0220 Ordinance to amend MMC Section 11.140, Commercial Garbage Haulers, and to create MMC Section 11.145 Recycling and Salvage Operations Attachments: Memo to Council re Garbage_ Scrap Ordinance_ Ord to Amend 11.140; 11.145 Moved by Brunner, seconded by Schlei, that this Ordinance be accepted. The motion carried by the following vote: Aye: 5- Brey, McMeans, Sitkiewitz, Schlei and Brunner 21-0224 Resolution to carry forward to 2021 departmental budgets various appropriations budgeted in 2020. Attachments: Resolution 2020 to 2021 Non lapsing fund summary of balances Moved by McMeans, seconded by Sitkiewitz, that this Resolution be accepted. The motion carried by the following vote: Aye: 5- Brey, McMeans, Sitkiewitz, Schlei and Brunner City of Manitowoc Page 3 Finance Committee Meeting Minutes March 2, 2021 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 21-0222 Incentives/Development Agreement for Dramm Corporation project in the I-TEC Park Closed Session Alderperson Brey read the Notice to go into closed session. Moved by Sitkiewitz, seconded by McMeans to convene in closed session. The motion carried on roll call vote by the following vote: Aye: 5 - Brey, McMeans, Sitkiewitz, Brunner, and Schlei. Nays, none. 21-0222 Incentives/Development Agreement for Dramm Corporation project in the I-TEC Park. Reconvene in Open Session Moved by McMeans, seconded by Schlei to reconvene in open session. The motion carried on roll call vote by the following vote: Aye: 5 - Brey, McMeans, Sitkiewitz, Brunner, and Schlei. Nays, none. 21-0222 Incentives/Development Agreement for Dramm Corporation project in the I-TEC Park. Moved by Sitkiewitz, seconded by Schlei, that this Agreement be accepted.
