Call to Order 2. Roll Call Present: 5- Brey, Sitkiewitz, Brunner, Cummings and Reckelberg 3. Public Comment Alyssa Wiermann - 1622 S 23rd St - L21-00127 claim from July 14th caused drainage pipes to shoot out water, this happens frequently, had 12" of standing water, August 24th the street also flooded. Jeff Koehler - 1305 S 31st St -L21-00092 claim retention pond water was 2 feet over the street and in the back of his property, the water was 2 feet coming through the door. See video for full version. 4. Presentations 5. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: Any Committee Member may request removal of any item from the Consent Agenda, and such item shall be removed without debate or vote. Discussion and Action Items 21-0824 Authorization Resolution authorizing staff to file a cross appeal when notices of objections to manufacturing assessments from the State received, recommend to approve to instruct the City Attorney's office to draft the resolution. Moved by Reckelberg, seconded by Sitkiewitz, that this Request be approved to instruct City Attorney's office to draft a resolution. The motion carried by the following vote: Aye: 5- Brey, Sitkiewitz, Brunner, Cummings and Reckelberg 21-0826 Application for "Class B" Intoxicating Liquor & Fermented Malt Beverage License, for The Venue At Union Square, 702 York St, recommend to approve the application. Moved by Brunner, seconded by Sitkiewitz, that this Application be approved. The motion carried by the following vote: Aye: 5- Brey, Sitkiewitz, Brunner, Cummings and Reckelberg 21-0825 Request to change District 8 Polling Place Location from Lincoln Park Cabin #2 to Lincoln Park Fieldhouse, recommend to approve to instruct the City Attorney's office to draft the ordinance. Moved by Brunner, seconded by Reckelberg, that this Request be approved to instruct the City Attorney's office to draft the ordinance. The motion carried by the following vote: Aye: 5- Brey, Sitkiewitz, Brunner, Cummings and Reckelberg 21-0827 CAWG recommends to fund up to $18,500 for 3 Parks Dept Trailers, recommend to approve the request up to $18,500.00 Moved by Brunner, seconded by Reckelberg, that this Request be approved. Moved by Sitkiewitz, seconded by Brunner, that this Request be approved to amend the agreement. The motion carried by the following vote: Aye: 5- Brey, Sitkiewitz, Brunner, Cummings and Reckelberg 21-0831 Authorization Resolution to allow Community Development Director to apply for a Department of Natural Resources Wisconsin Assessment Money (WAM) Moved by Cummings, seconded by Reckelberg, that this Request be approved. The motion carried by the following vote: Aye: 5- Brey, Sitkiewitz, Brunner, Cummings and Reckelberg 21-0760 Harbor Commission Report on Request to Lease City of Manitowoc River Front Property for Boat Docking Purposes, recommend to place on file. Moved by Brunner, seconded by Sitkiewitz, that this Report be placed on file. The motion carried by the following vote: Aye: 5- Brey, Sitkiewitz, Brunner, Cummings and Reckelberg 21-0834 2 Way Streets Signalized Intersections Discussion, recommend to approve the request as submitted. Moved by Cummings, seconded by Sitkiewitz, that this Request be approved as submitted. The motion carried by the following vote: Aye: 4- Brey, Sitkiewitz, Brunner and Cummings Nay: 1- Reckelberg 21-0832 Foreclosure Summons from David & Yvonne Kope, Case 2021CV000310, recommend to refer to City Attorney for recommendation. Moved by Sitkiewitz, seconded by Brunner, that this Request be referred to the City Attorney for recommendation. The motion carried by the following vote: Aye: 5- Brey, Sitkiewitz, Brunner, Cummings and Reckelberg 21-0718 Discussion and possible action on potential items for the Mayor's Proposed 2022 City of Manitowoc Budget, recommend to accept and place on file. The motion carried by the following vote: Aye: 5- Brey, Sitkiewitz, Brunner, Cummings and Reckelberg City of Manitowoc Page 3 Finance Committee Meeting Minutes September 7, 2021 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.
