Public Comment Finance Committee Chair Alderperson Brey declared the meeting open for public input. In accordance with policy, the public input portion of the meeting is not made part of the official record. 4. Consent Agenda Approval of the Consent Agenda Moved by Sitkiewitz and seconded by Reckelberg to accept the Consent Agenda Items and recommendations of the various committees. The motion carried by the following vote: Aye: 4- Brey, Sitkiewitz, Reckelberg and Czekala Excused: 1- Schlei 23-0593 CCL Properties LLC application for a Class "B" Retail Fermented Malt Beverage; recommending denial Attachments: CCL Properties LLC Alcohol Application CCL Properties Letter Moved by Sitkiewitz, seconded by Czekala, to deny the Class B license, refer the application back to the City Clerk's Office for consideration and to apply the allocated Class B fees toward a Class A license if applicant so desires, minus any publication and internal fees associated with such, and if the applicant chooses not to apply for a Class A license, that those fees not be refunded. Closed Session Moved by Czekala, seconded by Sitkiewitz, that this meeting be convened in closed session. The motion carried by the following roll call vote: Aye: 4- Brey, Sitkiewitz, Reckelberg and Czekala Excused: 1- Schlei Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 23-0562 City of Manitowoc & U.S. Army Reserve Lease at 3125 S. 10th Street 50 Year Extension Request Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(c) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The motion carried by the following vote: Aye: 4- Brey, Sitkiewitz, Reckelberg and Czekala Excused: 1- Schlei 23-0562 City of Manitowoc & U.S. Army Reserve Lease at 3125 S. 10th Street 50 Year Extension Request No Action 23-0633 Employee Back Pay Discussion Moved by Sitkiewitz, seconded by Reckelberg, to authorize the Finance Department to back pay appropriately up to $48,272.96. The motion carried by the following vote: Aye: 3- Brey, Sitkiewitz and Reckelberg Nay: 1- Czekala Excused: 1- Schlei 8.
