Call to Order The meeting was called to order by Chairperson Lee Thennes at 4:00 p.m. Others present: Stoeger, Davis, and Kathleen McDaniel (City Attorney) Present: 5- Hunter, Quistorf, Neuenfeldt, McVeigh and Thennes 2. Public Comment Members of the public will be permitted to speak at the Manitowoc Public Library Personnel Committee meeting on any matter of public interest. The comments from each speaker shall be limited to five minutes in length unless extended by action of the Manitowoc Public Library Board of Trustees. Manitowoc Public Library Personnel Committee meeting Tues., May 5, 2020 4:00 PM - 5:00 PM (CDT) Public comment may be made by calling in to 920-686-3037 and leaving a message, or emailing a message to kstoeger@manitowoc.org by 3:00 pm the day of the meeting. None 3. New Business 20-0428 a. Temporary revision to EPM regarding leave accrual (action requested) Attachments: memo 5.2020 Temporary revision to EPM regarding leave accrual Motion to approve the request to allow employees additional vacation accrual above the 115% as set in the EPM, for the duration of the COVID-19 Pandemic until the order is lifted, upon approval by the director and their manager. Moved by Hunter, seconded by Quistorf, that this Action Item be approved. The motion carried by the following vote: Aye: 5- Hunter, Quistorf, Neuenfeldt, McVeigh and Thennes 20-0429 b. Moved by Neuenfeldt, seconded by McVeigh, that this Action Item be approved. The motion carried by the following vote: Aye: 5- Hunter, Quistorf, Neuenfeldt, McVeigh and Thennes 4. Convene in Closed Session Moved by Neuenfeldt, seconded by Quistorf, to convene in closed session at 4:12 p.m. The motion carried by the following vote: Aye: 5- Hunter, Quistorf, Neuenfeldt, McVeigh and Thennes Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(c) of the Wisconsin Statutes, for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The specific subject matter that may be considered in closed session is the following: a. 2020 Mid-year performance evaluation of Library Director (No minutes taken during Closed Session portion) 5. Reconvene in Open Session Moved by McVeigh, seconded by Quistorf, to reconvene in open session at 4:34 p.m. The motion carried by the following vote: Aye: 5- Hunter, Quistorf, Neuenfeldt, McVeigh and Thennes City of Manitowoc Page 2 Library Board Personnel Committee Meeting Minutes - Final May 5, 2020 20-0430 a. 2020 Mid-year performance evaluation of Library Director (action requested) The Personnel Committee will be forwarding the 2020 Mid-year evaluation of the Library Director on to the full board for their consideration and approval. No Action Taken. 6.
