CALL TO ORDER The meeting was called to order at 5:00 p.m. 2. ROLL CALL Patrick Brandel, Kathleen McDaniel, Rochelle Blindauer, Dan Koski, Todd Blaser, Tony Dick, Jeremy Wagner, Jessie Lillibridge Present: 5 - Able, Hennessey, Schema, Sitkiewitz and McMeans 3. PUBLIC COMMENT Jeremy Wagner, Vice President of Local 368 representing City of Manitowoc Firefighters, approached the Committee and stated that since the Fire Department Arbitration/Mediation issue was on the agenda he is available for any questions. 4. CONSENT AGENDA These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: NONE. 15-493 Approval of April 6, 2015 Personnel Committee Minutes. 15-494 Review of legal fees billed out through Human Resources. 15-495 Review of legal fees billed out through Attorney's Office for Municipal Court prosecution. 15-496 Report out on Health Plan Funding. 15-497 Report out of Human Resources Initiatives. 15-498 Report out of City Attorney's Initiatives. Approval of the Consent Agenda Moved by Able, seconded by Sitkiewitz, to accept the Consent Agenda Items and recommendations of the various committees The motion carried by the following vote: City of Manitowoc Page 1 Personnel Committee Meeting Minutes - Final May 11, 2015 Aye: 5- Able, Hennessey, Schema, Sitkiewitz and McMeans 5. DISCUSSION AND ACTION ITEMS 15-362 PTO Schedules - Department Heads and Chiefs. Rochelle Blindauer updated the Committee on the PTO Schedule revision. The proposed PTO schedule moves Department Heads and Chiefs to the same schedule and adds a fifth year. The other exempt employees would remain on the current schedule. Alder Able questioned how many hours this would increase PTO. Alder Brandel discussed how much additional cost this will be. A brief discussion ensued on the feasibility of this option. Moved by Sitkiewitz, seconded by Able, to recommend adoption of the revised PTO schedule as presented. The motion carried by the following vote: Aye: 5- Able, Hennessey, Schema, Sitkiewitz and McMeans Denise Larson arrived at 5:12 p.m. 15-507 Police Lieutenant Holiday Overtime. Rochelle Blindauer discussed this request for Lieutenants to receive time and a half on holidays. The cost will be $3,500 per year. Chief Dick has indicated that the Police Department budget can support this change. Moved by Able, seconded by Schema, to recommend adoption of the revised holiday pay policy for Police Lieutenants. The motion carried by the following vote: Aye: 5- Able, Hennessey, Schema, Sitkiewitz and McMeans 15-489 Police Department K-9 Travel Request. Chief Dick updated the Committee that K-9 Aik will be retired due to health problems. A request for a new dog was submitted. The costs would be covered by donations. Officer Nick Place will travel to train with the dog and to acclimate as a team. Moved by Sitkiewitz, seconded by McMeans, to approve the travel request for the K-9 handler as presented. The motion carried by the following vote: Aye: 5- Able, Hennessey, Schema, Sitkiewitz and McMeans 15-490 2015 Seasonal Hiring - Relative of Supervisory Personnel. A Resolution was presented to request the Seasonal hiring of three candidates who are related to City of Manitowoc Supervisors. Moved by Able, seconded by Schema, to recommend approval of Seasonal hiring as requested. The motion carried by the following vote: Aye: 5- Able, Hennessey, Schema, Sitkiewitz and McMeans 15-491 Hiring or Promoting Relatives of City Personnel. City of Manitowoc Page 2 Personnel Committee Meeting Minutes - Final May 11, 2015 Alder Hennessey indicated that a slight change was requested to Municipal Code 20.030 in that approval would only be required if a relative is hired within the same department as the supervisor. Discussion ensued on nepotism issues and how prevalent they are. Kathleen McDaniel indicated that she felt that the Code should remain as is to ensure a better level of protection. No action was taken. This request was placed on file. Chief Tony Dick left the meeting. 6. CONVENE IN CLOSED SESSION A motion was made by Vice Chair Christopher Able, seconded by Alderperson Eric Sitkiewitz, to convene in closed session at 5:28 p.m. The motion carried by the following vote: Aye: 5- Able, Hennessey, Schema, Sitkiewitz and McMeans Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matters that may be considered in closed session are: 15-371 2015 DPW Employee Agreement. 15-492 Police Grievance Update. 15-386 Fire Department Mediation/Arbitration Update. (Closed Session portion of Minutes has been redacted.) 7. RECONVENE IN OPEN SESSION A motion was made by Vice Chair Christopher Able, seconded by Alderperson Scott McMeans, to reconvene in open session at 6:16 p.m. The motion carried by the following vote: Aye: 5- Able, Hennessey, Schema, Sitkiewitz and McMeans 8. ADJOURNMENT A motion was made by Alderperson Eric Sitkiewitz, seconded by Alderperson Allan Schema, to adjourn at 6:17 p.m..
