1. CALL TO ORDER
The meeting was called to order at 5:00 p.m.
2. ROLL CALL
Rochelle Blindauer, Kathleen McDaniel, Mayor Justin Nickels, Tony Dick, Nick Reimer,
Rob Barbier, Todd Blaser, Eric Sitkiewitz, Steve Corbeille, Greg Gilsinger, Jessie
Lillibridge
Present: 4 - Hennessey, Able, McMeans and Brandel
Absent: 1- Sladky
3. APPROVAL OF MINUTES
15-1090 Approval of October 5, 2015 Personnel Committee Minutes.
A motion was made by McMeans, seconded by Able, to approve the minutes.
The motion carried by the following vote:
Aye: 4- Hennessey, Able, McMeans and Brandel
4. DISCUSSION AND ACTION ITEMS
Alder Sladky joined the meeting at 5:12 p.m.

15-1067 Discussion on Switching to Self-Insured Worker's Compensation.
Greg Gilsinger gave an overview of the costs to the City of Manitowoc if the decision was
made to switch to a self-insured Worker's Compensation plan. For six out of the past
eight years, the City would have benefited financially as a self-insured entity rather than
fully insured. Discussion ensued on the risk, stop-loss coverage, and the funds
necessary in the reserve account. The maximum payout per claim would be $500,000,
due to stop/loss coverage. Worker's Compensation claims are paid out over time, as the
claims are received.
Moved by McMeans, seconded by Able, to recommend that the City Attorney draft
a Resolution to switch from a fully insured Worker's Compensation plan to a
self-insured plan administered by CVMIC effective January 1, 2016. The motion
carried by the following vote:
Aye: 4- Hennessey, Able, McMeans and Brandel

Mike Howe and Kim Lynch joined the meeting at 5:18 p.m.
Greg Gilsinger left the meeting at 5:21 p.m. and Jim Brey joined the meeting at 5:21 p.m.
5. CONVENE IN CLOSED SESSION
A motion was made by McMeans, seconded by Brandel, to convene in closed
session at 5:22 p.m. The motion carried by the following vote:
Aye: 5- Hennessey, Able, McMeans, Sladky and Brandel
Notice is hereby given that the above governmental body may adjourn into a closed
session during the meeting as authorized by Section 19.85(1)(c) of the Wisconsin
Statutes, which authorizes the governmental body to convene in closed session for
the purpose of considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility.
The specific subject matter that may be considered in closed session is:
15-1024 Resolution to approve the appointment of Nick Reimer to Police Chief effective
January 9, 2016, to be placed at Grade S, Step 7, as a salaried position with an
hourly rate of $45.88 in the City of Manitowoc Compensation Step Plan.

6. RECONVENE IN OPEN SESSION
A motion was made by McMeans, seconded by Able, to reconvene in open
session at 5:45 p.m. The motion carried by the following vote:
Aye: 5- Hennessey, Able, McMeans, Sladky and Brandel
15-1024 Resolution to approve the appointment of Nick Reimer to Police Chief effective
January 9, 2016, to be placed at Grade S, Step 7, as a salaried position with an
hourly rate of $45.88 in the City of Manitowoc Compensation Step Plan.
No action taken.
7. ADJOURNMENT
A motion was made by Able, seconded by Brandel, to adjourn at 5:46 p.m. The
motion carried by the following vote:
