1. Call to Order
The meeting was called to order at 5:30 p.m.
2. Roll Call
Jessie Lillibridge, Kathleen McDaniel, Kerry Peck, Todd Blaser, Scott McMeans,
Jason Pielhop, and Debbie Charney.
Present: 4- Czekala, Sitkiewitz, Hansen and Schlei
Absent: 1- Bailey

These items will be approved by one motion unless any Committee Member wishes to remove an

and recommendations of the various committees The motion carried by the

21-0197 Fire Arbitration Awards and Briefs
There was no discussion on this item.
Moved by Schlei, seconded by Hansen, that the Fire Arbitration Awards and
Briefs item be accepted and placed on file. The motion carried by the following
vote:

21-0196 Request Approval of the Vehicle Use Policy
Human Resources Director Jessie Lillibridge spoke to the Committee to
explain that this is a newly created policy.
Moved by Sitkiewitz, seconded by Hansen, to approve the Vehicle Use Policy and
refer to Council. The motion carried by the following vote:
Aye: 4- Czekala, Sitkiewitz, Hansen and Schlei
6. Convene in Closed Session
Moved by Sitkiewitz, seconded by Hansen, to convene in closed
session at 5:34 p.m. The motion carried by the following roll call vote:
Aye: 4- Czekala, Sitkiewitz, Hansen and Schlei
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session.
The specific subject matter that may be considered in closed session is:

Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the

the governmental body who is rendering oral or written advice concerning strategy to be adopted by
the body with respect to litigation in which it is or is likely to become involved.

Moved by Hansen, seconded by Sitkiewitz, that this item, Police Contract
Bargaining, be placed on file. The motion carried by the following vote:

20-1077 Audit Results from Central States
No discussion on this item.
Moved by Sitkiewitz, seconded by Schlei, to direct staff to develop a plan to
move non-transit Teamster employees to the City plan effective 1-1-2022 and
refer to Council. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting will be held in Council Chambers and is also being conducted via
remote conferencing software. Members of the public may call to listen in at

Those wishing to make public comment should email dcharney@manitowoc.org or
call 686-6995 with their comment no later than 3:00 p.m. Central the day of the
meeting.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
