Discussion and Action Items 21-0650 Report out of City Attorney's Initiatives August, 2021 Alder Cummings asked to have the Report out of the City Attorney's Initiatives August, 2021 pulled from the agenda to have a discussion to explain more on the work that has begun to revise the sewer connection ordinance, which has not been updated in 20 years. City Attorney Kathleen McDaniel gave some background on the topic. Currently when you hook up to the sanitary sewer, you have to pay a connection fee which was established in 2002. Residential fees are more costly than commercial or industrial properties with this ordinance. City is recommending hiring a consultant to do a study to understand the best way to recoup monies to the Wastewater plant while making sure the new fees are in line with the type of development we are trying to encourage. Alder Cummings also asked about the Wisconsin Legislature that is attempting to pass a bill that would curtail the City's raze authority, and City Attorney Kathleen McDaniel explained that Assistant City Attorney Liz Majerus went to Madison to testify against this bill on behalf of the League of Wisconsin Municipalities. Alder Bill Schlei asked about the nuisance property on New York Avenue to verify address the report said New York St, which was inaccurate. Moved by Czekala, seconded by Vanderkin, to accept and place on file the report out of City Attorney's Initiatives August, 2021. The motion carried by the following vote: Aye: 5- Sitkiewitz, Vanderkin, Czekala, Schlei and Cummings 21-0677 Request for Revisions to Volunteer Policy Human Resources Director Jessie Lillibridge explained to the committee that the City's volunteer policy has been in place since 2013 and needed to be updated and the City Attorney's office and CVMIC made recommendations for those changes. Moved by Czekala, seconded by Vanderkin, to approve this Volunteer Policy as suggested by adding the word ability to page 2 section C. 1. and refer to Council. The motion carried by the following vote: Aye: 5- Sitkiewitz, Vanderkin, Czekala, Schlei and Cummings 6.
