Call to Order The meeting was called to order at 5:31 p.m. 2. Roll Call Jessie Lillibridge, Eric Nycz, Todd Blaser, Nick Reimber, Dan Koski, and Debbie Charney Present: 4- Sitkiewitz, Schlei, Kaderabek and Brey Absent: 1- Vanderkin 3. Public Comment None 4. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: None 24-1348 Approval of March 4, 2024 Personnel Committee Minutes 24-1349 Review of Legal Fees Billed out Through March, 2024-Human Resources 24-1350 Report out of Human Resource's Office Initiatives April, 2024 24-1351 Report out of City Attorney's Office Initiatives April, 2024 Approval of the Consent Agenda Moved by Sitkiewitz, seconded by Kaderabek, to accept the Consent Agenda Items as presented. The motion carried by the following vote: Aye: 4- Sitkiewitz, Schlei, Kaderabek and Brey 5. Discussion and Action Items 24-1352 Request for Resolution to Hire Seasonal Employees Related to Elected Officials, Department Heads, or Supervisory Personnel City of Manitowoc Page 1 Personnel Committee Meeting Minutes - Final April 1, 2024 There was no discussion on this item. Moved by Brey, seconded by Sitkiewitz, that this request for a resolution to hire seasonal employees related to elected officials, department heads, or supervisory personnel be approved and referred to council. The motion carried by the following vote: Aye: 4- Sitkiewitz, Schlei, Kaderabek and Brey 24-1353 Seasonal Police Assistant Pay Police Chief Nick Reimer explained to the Committee that this increase in pay is being requested due to the fact that there was an increase in the responsibilities of the position due to collective bargaining agreement language changes. Moved by Brey, seconded by Sitkiewitz, that this request to increase the Seasonal Police Assistant pay range be approved and referred to council. The motion carried by the following vote: Aye: 4- Sitkiewitz, Schlei, Kaderabek and Brey 24-1356 Duty Pay Rate for 2024 Director of Public Infrastructure Dan Koski explained to the Committee that the request for the increase in the weekly pay was approved as part of the budget approval process. This request was to implement the rate increase in the Employee Policy Manual and make it retroactive to January 1, 2024. Moved by Sitkiewitz, seconded by Kaderabek, that this request to increase the duty pay rate be approved and referred to council. The motion carried by the following vote: Aye: 4- Sitkiewitz, Schlei, Kaderabek and Brey 6. Convene In Closed Session Moved by Brey, seconded by Kaderabek, to convene in closed session at 5:38 p.m. The motion carried by the following vote: Aye: 4- Sitkiewitz, Schlei, Kaderabek and Brey Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(c) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The specific subject matter that may be considered in closed session is: 24-1357 One-Time Bonus for Kevin Bottesi, Transit Operations Supervisor City of Manitowoc Page 2 Personnel Committee Meeting Minutes - Final April 1, 2024 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 24-1358 Manitowoc Firefighters Local 368 Grievance Update (Closed Session portion of the Minutes has been redacted) 7. Reconvene In Open Session Moved by Sitkiewitz, seconded by Kaderabek, to reconvene in open session at 5:49 p.m. The motion carried by the following vote: Aye: 4- Sitkiewitz, Schlei, Kaderabek and Brey 24-1357 One-Time Bonus for Kevin Bottesi, Transit Operations Supervisor The Committee commended Kevin Bottesi for doing a good job while short staffed. Moved by Sitkiewitz, seconded by Kaderabek, that this request for a one-time bonus for Kevin Bottesi, Transit Operations Supervisor, be approved and referred to council. The motion carried by the following vote: Aye: 4- Sitkiewitz, Schlei, Kaderabek and Brey 24-1358 Manitowoc Firefighters Local 368 Grievance Update There was no action taken on this item 8. This meeting is being conducted both in Council Chambers at City Hall and via Zoom (www.zoom.com) to maximize opportunities for residents to attend.
