1. Call to Order
Meeting was called to order by Dave Soeldner at 6:30 p.m.

Present: 3- Brey, Sladky and Soeldner
Absent: 2- Hennessey and McMeans
Staff Present: Dan Koski, Greg Minikel, Sonja Birr, Karen Dorow, Randy Junk
Public Present: None
3. Approval of Minutes
14-622 Approval of Minutes from March 10, 2014 Public Infrastructure Committee
Meeting.
Moved by Sladky, seconded by Brey, that the Minutes from the March 10, 2014
meeting be approved. The motion carried by the following vote:
Aye: 3- Soeldner, Brey and Sladky

5. Discussion and Action Items
14-626 Recommendations for how DPI Employees should fit in pay scale.
Discussion was held regarding the pay grade for the DPW Laborers. D. Koski
recommended a working foreman for the streets and parks workers. Karen Dorow
explained what she believed was the appeals process for the wage study. D. Soeldner
said that we have some time.
14-643 Update on Spring work priorities.
The Committee asked staff if we will be able to do both pothole patching and spring
pickup this year. J. Sladky said that the spring cleanup is an expensive service that the
City provides, they were not in favor of eliminating it. Pot hole filling will continue.

14-628 Jay Street Parking Estimates.
The parking issue in downtown was discussed. The Committee is not in favor of
spending money to gain only a few parking spots. They would like to promote the
existing parking in the downtown area. D. Koski recommended having our summer
staff monitor the downtown parking for approximately one (1) week this summer.
13-658 Ordinance to amend Section 10.410 (1) to remove South 16 th Street from Washington
Street to 650 feet north of Wollmer Street from the winter parking ban.
Moved that this Ordinance be recommended for approval to the Common
Council. The motion carried by the following vote:
Aye: 3- Soeldner, Brey and Sladky
14-073 Request from Chuck and Kathy Behnke, 5126 Sunset Road, for a temporary access
agreement for the purpose of planting a vegetable/herb garden in the un-improved
right-of-way of Remiker Road.
Moved that this Request be recommended for approval to the Common Council,
due back on 4/21/2014. The motion carried by the following vote:

14-630 Plank Road - Rough Road Signs Liability.
The City Attorney said instalingl a "Rough Road Ahead" sign is not enough, we would
also need to make repairs. The Committee requested some repairs not to exceed
$5000. Greg Minikel is to talk with Dave Korte regarding opening up their portion of the
road.
Moved by Soeldner, seconded by Sladky, to approve the expenditures not to
exceed $5,000 and open the road. The motion carried. Ayes, 10. Nays, none

14-620 Seal Coating Assessment Policy.
The Committee recommended for Engineering Department to submit revenue amounts
at 20 percent of last years costs via e-mail to the Alderpersons.
14-619 Annual Street Sweeping Parking Ban Exemption for Car Ferry and Lakeside
Packing Areas.
The Committee wanted to allow the Carferry on more opportunity to allow parking in the
fisherman's lot. They will then determine if the Carferry will be exempt from the Street
Sweeping Ban. The Committee did not approve the exemption for the Carferry.
Moved by Sladky, seconded by Brey, that the Request to exempt Lakeside
Packing area on Jay Street and South 6th Street be exempt from the Street
Sweeping Ban was approved. The motion carried by the following vote:
