Notice is hereby given that a majority of the Common Council of the City of Manitowoc, or a standing committee of that body, may be present at this meeting to gather information about the subject matter over which they have decision making responsibility. The above governmental body will meet to discuss and possibly take action on the agenda items set forth below. 1. Call to Order Meeting was called to order at 5:30 pm. 2. Minikel updated there was no report on soil borings yet. He will call to follow up on the status and will have ready for next month. 18-1255 Discussion on Contracting for Concession Services throughout the City of Manitowoc Attachments: 18-1255_201902051559 Committee would like staff to get information on our internal costs for the Aquatic Center - what we spend on concessions and labor and what we make. Also what parks would be a good fit for concessions. They would like the numbers next month. C. Hall mentioned that Brown County had a trailer for concessions and that may be an alternative for us. 19-0032 County Highway R (Rapids Road) and Custer Street Intersection Discussion Attachments: 19-0032_201901081002 19-0032_201904011329 19-0032a_201904011330 G. Minikel gave an update. Arrow on north bound Rapids is not an option without dedicated turn lanes for each direction. For Custer it is possible with a new configuration and we would have to tear out loop detectors or go with infared detectors and restripe. Estimated cost would be about $15,000. For trucks coming off of Rapids Road a right turn would be very tight. Committee directed him to look at budget for green arrows and epoxy painting and bring costs back next month. 19-0331 Stormwater Maintenance Agreement with Grove U.S. LLC, (fka Manitowoc Cranes, LLC) at 2401 S. 30th Street, Manitowoc, WI City of Manitowoc Page 2 Public Infrastructure Committee Meeting Minutes April 3, 2019 Attachments: 19-0331 This Agreement was approved for consent agenda Aye: 5- Kummer, Novak, Brey, Howe and Sitkiewitz 19-0332 Weed Ordinance Update Attachments: 19-0332 Ord to Amend 13.050 Noxious Weed Removal 19-0332 Moved by Howe, seconded by Sitkiewitz, that the ordinance and resolution be approved and referred to council. The motion carried by the following vote: Aye: 5- Kummer, Novak, Brey, Howe and Sitkiewitz 19-0333 Street Sweeping Parking Ban Times Item tabled until next month. 19-0334 Special Events Guidelines and Policy Updates Item tabled until next month. 19-0341 Waldo Blvd (US 10 & STH 42) Project - 14th Street to Maritime Drive Attachments: 19-0341 G. Minkel sent an email update regarding the construction and reported that they do plan on starting construction on Monday. There was a specific request from Emmanuel Church - requesting to see if there is an opportunity to put their terrace area in concrete. DOT is leaving up to the City to decide. P. Kluenker reported that it is difficult to mow so he is wondering if they could have the option to do concrete rather than grass. They will cover cost. Committee was ok with doing this. City will not take any action until Mr. Kluenker speaks with church members. Committee will place on file and when Mr. Kluenker has approval from the church members he will bring a new request to the Committee. The motion carried by the following vote: Aye: 5- Kummer, Novak, Brey, Howe and Sitkiewitz 19-0342 Request for 4 New Benches from Lincoln Park Zoo Donation Tube Funds Attachments: 19-0342 D. Larson reported that the Lions Club would like to buy a bench and refurbish the Lion water fountain at the zoo. She would also like to replace some benches. She would like to tag on with the Lions order and would like to use donation tube monies for four additional benches to replace the City of Manitowoc Page 3 Public Infrastructure Committee Meeting Minutes April 3, 2019 existing old ones. Committee approved using up to $5,000 from donation tube money for the purchase of the four benches. Moved by Sitkiewitz, seconded by Howe, that this Request be approved for consent agenda. The motion carried by the following vote: Aye: 5- Kummer, Novak, Brey, Howe and Sitkiewitz 19-0343 City of Manitowoc Video Upgrade Attachments: 19-0343 Mayor reported that the current system is a very old analog system. The proposal would switch everything to digital to match with our microphones. The camera for Council Meetings is on its last days. S. Corbeille received a preliminary quote for budgeting for the upgrade which was between $47,000 and $57,000. Looking for approval for up to $57,000 expecting it may come in less. The upgrade is just for Council Chambers. Things are getting older and need to be addressed if we want to have the video. It would be on CAWG agenda tomorrow. Moved by Brey, seconded by Sitkiewitz, that this request be approved up to $57,000 and referred to council. The motion carried by the following vote: Aye: 4- Novak, Brey, Howe and Sitkiewitz Nay: 1- Kummer 19-0344 Condition of Washington Street (State Highway 151) Attachments: 19-0344 Alder Brey discussed the condition of Washington Street and that it needs to be repaired. It is understood that it is a state highway. What are our options and what can the Committee do to help the process? G. Minikel stated he had written to the state about reconstruction and they said by resurfacing we could get another 6 - 10 years. Committee recommended that staff send back another letter with what we have been dealing with and try and arrange for someone to come and inspect it and invite them to next months PI meeting. Committee would like this brought back in May. 19-0345 Solid Waste Disposal Facilitation Agreement Attachments: 19-0345 Moved by Sitkiewitz, seconded by Brey, that this request be approved subject to the approval of the City Attorney and referred to council. The motion carried by the following vote: Aye: 5- Kummer, Novak, Brey, Howe and Sitkiewitz 19-0346 Recycling Agreement with Manitowoc County City of Manitowoc Page 4 Public Infrastructure Committee Meeting Minutes April 3, 2019 Attachments: 19-0346 Moved by Brey, seconded by Howe that this request be approved subject to the approval of the City Attorney and referred to council. The motion carried by the following vote:This Request was approved and referred to council Aye: 5- Kummer, Novak, Brey, Howe and Sitkiewitz 19-0347 Meadow Court (Meadow Lane to MacArthur Drive) Pavement Condition G. Minikel gave an update on the condition of Meadow Court. It has been closed and nothing can be done until hot mix is available which will be in about three weeks. It has been on the Engineering list for about 10 years. Preliminary cost is about $100,000 to grade, gravel and place 3" of asphalt. He feels we probably should redo the storm sewer as well which would be about another $10,000. Committee requested numbers brought back next month. 19-0348 Faster Software Upgrade Attachments: 19-0348 Moved by Novak, seconded by Brey, that this request be approved and referred to council. Bring back next month with an update. 19-0350 Utilization of Rental Fees at 1105 Fleetwood Drive Attachments: 19-0254 Moved by Sitkiewitz, seconded by Brey, that this agreement be approved for consent agenda. The motion carried by the following vote: Aye: 5- Kummer, Novak, Brey, Howe and Sitkiewitz 19-0351 Chief's Sign Permit Application Attachments: 19-0351 Chiefs would like a sign in the right of way. The motion carried by the following vote: Aye: 5- Kummer, Novak, Brey, Howe and Sitkiewitz 19-0352 Manitou Park Kayak Launch City of Manitowoc Page 5 Public Infrastructure Committee Meeting Minutes April 3, 2019 Attachments: 19-0352 Accept $13,000 grant from west foundation along with the Vorron family donation of $6,000. Staff requested use of the Parkland Dedication Fund to cover the City's share of $6,975. Moved by Sitkiewitz, seconded by Brey, that the Donations be accepted and up to $7,000 from the Parkland dedication fund be used for the City's share and referred to Council. The motion carried by the following vote: Aye: 5- Kummer, Novak, Brey, Howe and Sitkiewitz 19-0354 Dog Park Design for Halverson Park Attachments: 0022_1_19-0354 C. Hall gave update on layout. Looking for approval to move forward with fencing for dog park. Committee gave the approval to continue with the dog park. Update in May. 19-0355 Request to use monies from the Park Land Dedication Fund for a Concrete Slab at Washington Park to place donated Exercise Equipment on Attachments: 19-0355_201904011357 19-0355a_201904011358 C. Hall updated that Kaysun will be donating the excercise equipment and would like to see the City fund the slab. Requesting $9,000 to $10,000 for the slab from the parkland dedication fund. Moved by Brey, seconded by Novak, that up to $10,500 for the concrete slab be approved from the Parkland Dedication Fund and referred to council.
