Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: Any Committee Member may request removal of any item from the Consent Agenda, and such item shall be removed without debate or vote. Discussion and Action Items 21-0008 Stormwater Management Facility Maintenance Agreement for Popp Mini Storage Construction at 1929 South 35th Street, parcel #836-103-030. City of Manitowoc Page 1 Public Infrastructure Committee Meeting Minutes January 6, 2021 Attachments: 21-0008 Stormwater Management Facility Maint Agreement - Popp Mini Storage.pdf A motion was made by Jim Brey, seconded by Vice Chair Courtney Hansen, that the Stormwater Management Facility Maintenance Agreement for Popp Mini Storage was approved for consent agenda. The motion carried by the following vote: 21-0013 Cedar Estates Mineral Buildup Attachments: 21-0013 Cedar Estates Mineral Buildup.pdf G. Minikel had a sample of the mineral deposits that was building up in pipes. The group from the Cedar Estates is looking for some guidance of how to handle this situation. The Committee informed them that this is private and there isn't anything the City will be able to do, as the Condo Association should be handling this situation. They suggested having pipes cleaned more often. This Request was placed on file within Engineering Department. 21-0014 Drainage Concerns on Harvest Circle Attachments: 21-0014 Harvest Circle Drainage.pdf Ald Sitkiewitz was present via Zoom and informed the Committee that he was contacted from constituents about the drainage issues on Harvest Circle. They are looking for guidance from the City as they don't have any options. G. Minikel explained the area and cost estimates and options he looked into. The Committee and staff discussed the options and decided it would be beneficial for Engineering Department to send letters to property owners with the ditches and invite them to a meeting to get ideas on drainage issues. Engineering Department to meet with affected property owners and bring back to Committee within a couple months. 21-0016 Request for sidewalk on West side of South 30th Street from Division Street to Dewey Street Attachments: 21-0016 Sidewalk on S 30th Street.pdf G. Minikel said that there is sidewalk on half of the west side of South 30th Street (Division to Dewey Street) and would like to extend all the way to Dewey Street. The Engineering Department would like to include the east side of South 30th Street as an alternate in the bid as well. A motion was made by John Brunner, seconded by Vice Chair Courtney Hansen, that the Request for sidewalk on west side of South 30th Street (Division to City of Manitowoc Page 2 Public Infrastructure Committee Meeting Minutes January 6, 2021 Dewey Street) and to bid the east side of street as an alternate, was approved for consent agenda. The motion carried by the following vote: Aye: 5- Novak, Brey, Vanderkin, Hansen and Brunner 7. Previously Tabled Items 20-0781 Discussion regarding Ordinance for traffic regulations Attachments: City of Manitowoc Stop Sign Policy & Guidelines October 2020.pdf D. Koski informed the Committee of the draft Stop Sign Policy and Guidelines that was established to provide City Staff a consistent method of considering and implementing requests within residential areas. A motion was made by Chairperson Jeremiah Novak, seconded by Vice Chair Courtney Hansen, that the Stop Sign Policy and Guidelines was approved and referred to City Attorney's office for drafting of Ordinance to be referred to council. The motion carried by the following vote: Aye: 5- Novak, Brey, Vanderkin, Hansen and Brunner 8.
