Roll Call All present: Able, Sladky, Soeldner, Czekala and Kummer Present: 5- Able, Sladky, Soeldner, Czekala and Kummer 3. Public Comment Beth Kohlbeck, 328 Union Place - Would like to voice concern of the status of the Riverview Apts. Dogs running loose all the time, broken doors/windows, kids unattended, tentants constantly fighting, drugs laying in front of residence. Behavior is uncalled for. Nicole Meissner, 310 Union Place - She has lived there since 2001. Appearance of the apartments is unacceptable. Several windows/screens broken. Broken blinds. Front entrance window broken and boarded up. Van seats stacked against building. Miscellaneous junk under an orange tarp. Littering all around apartment complex. Renters do not attend to dogs. We can't have own children outside by themselves as they do not feel safe. Urination in public. Police Department is aware of the drug problem. Police are called several times a week. Concerned for the children that live there as they are unsupervised. Squealing tires all of the time. Trouble selling homes in the neighborhood. Property values are declining. Problems are not going away. Do not cut grass or shovel snow. Rats are crawling out of their dumpster as it is overflowing. Christine Stankey, 304 Union Place - Only renting the house but not willing to buy the house due to all of the problems. Saw a drug deal take place. Beyond a nuisance property. Richard Rexrode, 614 S. 34th ST. - Tree on the south side needs to be taken down. The tree is unsafe. Kids are playing on the tree and it is a safety concern. The house is being rented. It was stated that it is on private property and nothing could be done. Nancy Staudinger, 309 Riverview Dr - Ally is totally littered. Amber Daugs, 108 Riverview Dr. - Lived in the neighborhood over 30 plus years. Parents live at 112 Riverview Dr. Beginning of the summer rescued a person that had overdosed. High speeds through the area. Would not raise children or have a family living in the area. Attention needs to be placed on the apartments. Drugs occurring in and around this residence complex. Presentations Recognition of City Employee Recognition of Officer Kurk Bessler. He joined the police department in May 2012, working second shift. Prior to working at the Police Department he served 27 yrs. in law enforcement. He has been a SWAT Officer and K9 Officer. In 2013 he won the Eagles Officer of the Year Award. In 2015 he was recognized by the Noon Rotary as Officer of the Year. While at our department he has also been a motorcycle police officer. Kurk is well known for what he does outside of police department as well. Kurk is very involved with Holiday house, organizing softball games and bowling leagues. Kurk implemented the Shop With a Cop Program and has given back to kids in need during the holiday season by using his own money. Kurk has a big heart for children. He recognizes what is going on in the community and wants to do something about it. If that is not enough Kurk also teaches self defense, along with new search techniques and barricaded subject techniques. He leads by example. He announced that he will be retiring Sept. 19th. This was a chance to meet him and recognize him and all of the good things he has done. He represents public safety as a whole for this community. His work inside and outside of the police department is outstanding. 6. Reports Report and discussion with Deputy Fire Chief Gregg Kadow on Inspection Operations and Code Enforcement. Update on transition from Inspection to Fire Dept. Presentation given by Deputy Chief Kadow. Gary Nolan - 1012 N. 10th St. Enforce bigger fines who are not compliant. City of Milwaukee cracking down on code enforcement, use them as a model. Presentation is not a true activity of the problems as only one complaint is registered. Too much working with the owner. Work for the tax payer. Re-inspections are not working. Does not reflect the concerns of what is being done. Alderman Howe listened to concerns and voiced issues that he has come across. Documented all issues. 7. Old Business Request to draft a possible ordinance banning the sale of paraphernalia which has a primary use for illegal drugs. Aye: 4- Able, Sladky, Soeldner and Czekala Nay: 1- Kummer Discussion regarding trees posing potential hazard's to neighbors' property. Attachments: ITEM# 16-0650 MEMO Tree Issues on Private Property Soeldner in favor of this action. Question who would pay for this? Kummer - Sheboygan ordinance being reported to the charge to Finance Director and tax roll. Give a notice to the owner before the city would take it down. Sheboygan's is the best choice. Reasonable amount of time. Control this issue due to weather conditions. Grass or snow shoveling have defined areas and need something for this subject. Appeal process? Create ordinance - resolution next time for the committee. GB hazard and threat; Mtwc. appeal process. This Communication was tabled until next meeting. Requesting an ordinance to be drafted and reviewed for next committee meeting. Ordinance to amend Section 14.440 of the Manitowoc Municipal Code regulating Trespassing. Request by the Artist Lofts Apartments to remove a No Parking Zone on the south side of the 2400 block of Franklin Street, west of S. 24th Street, recommending placing on file.
