Roll Call Present: 4- Able, Sladky, Soeldner and Czekala 3. Public Comment Nicole Meissner, 310 Union Place - Voiced concerns of issues in the neighborhood. Drafted a letter to all neighbors. Started a private Facebook page for all neighbors to share about concerns. Gave examples of behavior happening in the neighborhood. Sue Denor, 128 Riverview Dr. - Explained about a public health risk that has happened in the neighborhood. Tom Denor, 128 Riverview Dr. - Have someone check into some additional lighting in the area as the block is very dark. One street light in the whole block. Krupski, 138 Riverview Dr. - Explained about the unkept building. Kevin Carbon, 417 Riverview Dr - These people have no respect for anyone and can't use the sidewalk. They just don't care. They are above and beyond everyone. Chief Reimer explained about the extra police presence. Citizens encouraged to continue to call the department. Continue to take pictures and videos for evidence. I will give another order to have more of a police presence. Keep the calls coming and call immediately, do not wait. Citizen stated that he is concerned that a child or someone is going to get hurt. Maybe a child is going to get run over as they are dashing into the roadway at all times of the day. Chief Reimer continued to ask for patience and will get help with the process of a nuisance property. 4. Consent Agenda Items Public Safety Minutes August 29, 2016. Recommending approval. City of Manitowoc Page 1 Public Safety Committee Meeting Minutes September 26, 2016 5. Presentations Presentation and discussion of raze and repair orders of structures by Deputy Chief Kadow. Attachments: 16-0905 Raze and Repair Orders.pdf Deputy Chief Kadow gave a presentation on the above topic. He showed properties that needed to be looked at to determine what needs to be done. Deputy Chief Kadow explained the process that needs to be gone through on the rights and responsibilities for the city and the owner. Per Alderman Sladky's request for Deputy Chief Kadow to develop a policy/procedure and time line of this process so all departments have something to follow. Also include a reporting mechanism. Alderman Sladky will make a resolution with this procedure and as a city we need to stay extremely aggressive with this. 6. Old Business Discussion regarding trees posing potential hazard's to neighbors' property. Notice to Abate Public Nusiances. Whenever the City Forester finds, upon examination,....to the following Notice to Abate Public Nuisances. Whenever the Director of Public Infrastructure or Designee finds, upon examination.... Request for the City Attorney's office to include an appeal process in this section as well. Request for the City Attorney's office to add a 20% multiplier for service charges. Refer to Common Council Meeting for vote. Ordinance to amend Section 14.440 of the Manitowoc Municipal Code regulating Trespassing. Attachments: ITEM# 16-0682 final ord 16-0682.pdf Minor word change given to Staff Attorney. Need new copy from Staff Attorney. Referred to next Council Meeting. An Ordinance to amend Sections 14.180 and 14.250 of the Manitowoc Municipal Code regulating Vagrancy and Fortune Telling. Request to have a No Parking Sign from Here to Corner and End of Street Red Diamond signs in the 1800 block of Lilac Drive. Attachments: 16-0792 Installation of Signs - 1800 Block Lilac Dr.pdf Recommended to have police enforcement. Red diamond sign will be placed at the end of the block. Motion by Czekala, seconded by Sladky that this Request be approved and referred to Council. The motion carried by the following vote. Aye: 4- Able, Sladky, Soeldner and Czekala 7. New Business Citizen request to lower the speed limit on S. 42nd St. from Dewey Street to Viebahn St. due to new apartments and more residential traffic in neighborhood. Attachments: 16-0877 REQUEST TO LOWER SPEED LIMIT ON S. 42ND ST.pdf Lower speed limit to 35 MPH with exact location at the discretion of the Police Department and Department of Public Infrastructure. All in favor. Aye: 4- Able, Sladky, Soeldner and Czekala Citizen sign request at N. 18th St. and Menasha Ave. Attachments: 16-0906 CITIZEN SIGN REQUEST AT N 18th ST & MENASHA AVE.pdf Motion to have sign installed and stop ahead sign at that intersection.
