Sex Offender Residence Board Appeal for Michael D. Dean with recommendation from Police Chief Nick Reimer to deny request and place on file. Chief Reimer received notification from Kevin Mueller head of Probation and Parole that this individual no longer needs residency in the City of Manitowoc. Chief Reimer recommended this request be denied. Moved by Czekala, seconded by Soeldner, that this Request be denied and referred to Council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 17-0549 Mtwc. Sex Offender Residence Board Appeal for Jacob M. Atwell with recommendation from Police Chief Nick Reimer to approve this request and forward to Council. Moved by Soeldner, seconded by Czekala, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 17-0550 Mtwc. Sex Offender Residence Board Appeal for Michael C. Kurer with recommendation from Police Chief Nick Reimer to approve this request and forward to Council. Moved by Novak, seconded by Lotz, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz City of Manitowoc Page 3 Public Safety Committee Meeting Minutes May 22, 2017 17-0551 Ordinance amending Chapter 11 and Chapter 14 of the Manitowoc Municipal Code regulating crimes of moral decency including gambling, vagrancy, prostitution, and escort services. Attachments: 11.035 Ord regulating Escort Services Memo re Escort, Human Trafficking, Prostitution, Gambling Ord Update Detective Erik Kowalski researched human trafficking and presented to the Public Safety Committee why he feels there is a need for an escort service ordinance in the City of Manitowoc. Staff Attorney Liz Majerus was able to pull the application from other municipalities and draft an ordinance to fit the needs of our city. Staff Attorney Majerus also pointed out we do have the option to increase the forfeiture amount in the future if needed. Moved by Novak, seconded by Soeldner, that this Ordinance be approved as amended and referred to Council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 17-0552 Unbudgeted CAWG request in the amount of $16,041.50 to replace the Police Departments evidence server. Attachments: Server Tape Loader Tape Parts Chief Reimer informed the committee of the importance of an evidence server at the Police Department. The current server has reached its end of life and if the server crashes we could lose any recent evidence stored on the server. The amount requested of $16,041.50 will replace the server and also backup what is on the existing server. Moved by Czekala, seconded by Novak, that this Request be approved and referred to the Finance Committee. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz City of Manitowoc Page 4 Public Safety Committee Meeting Minutes May 22, 2017 17-0506 Proposed Meeting Date Change A decision was made to move the Public Safety Committee meetings to the second Monday of the month. Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. The specific subject matter that may be considered in closed session is: 17-0548 Update from Staff Attorney regarding 314 and 316 Riverview Drive. 6. Convene in Closed Session 17-0548 Update from Staff Attorney regarding 314 and 316 Riverview Drive. This Communication was placed on file Public Safety Committee deliberated in closed session.
