The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz 5. New Business 17-0591 Crime Prevention Committee amended bylaws. Attachments: 2017 Crime Prevention Committe Bylaws Police Chief Nick Reimer explains there are currently four voting Officers for the Crime Prevention Committee which can be difficult for a majority vote. The amended bylaws add the Crime Prevention Sergeant as a voting Officer. Chief Reimer stated majority of the changes have been made to clean up the bylaws. Moved by Czekala, seconded by Novak, that this Action Item be approved and referred to council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz City of Manitowoc Page 2 Public Safety Committee Meeting Minutes June 19, 2017 17-0592 Communication regarding 4002 and 4004 Ray Street. Citizen Oran Kaminski was present at the meeting to discuss his concerns with 4002 and 4004 Ray Street. Police Chief Nick Reimer explained what it takes for a property to be deemed a nuisance property. Unfortunately at this time these addresses do not meet the criteria for a nuisance property. Moved by Novak, seconded by Czekala, that this Communication be placed on file. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 17-0606 Lifequest hardship request. Call # 182A-16-4277, 182A-16-4179, 182A-16-4043, and 182A-16-0429. Alderperson Howe read the Notice to go into closed session. Moved by Czelala, second by Lotz, to convene in closed session. The motion carried on roll call vote by the following vote: Aye: 4 - Howe, Czekala, Novak and Lotz. Nay: None. 6. Convene Into Closed Session 17-0606 Lifequest hardship request. Call # 182A-16-4277, 182A-16-4179, 182A-16-4043, and 182A-16-0429. Moved by Novak, seconded by Lotz, that this Request be denied and referred to Council with a recommendation to setup a payment plan with the City. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz Public Safety Committee deliberated in closed session. (Redacted - - Closed Session) Moved by Novak, second by Lotz, to reconvene in Open Session. Motion carried by the following vote: Aye: 4 - Howe, Czekala, Novak and Lotz. Nays: None. 7.
