Approval of Minutes and Monthly Reports 18-0333 March 2018 Public Safety Minutes Attachments: 03-12-18 PS MEETING MINUTES Moved by Czekala, seconded by Lotz, that these Minutes be accepted and placed on file. New Business 18-0335 Manitowoc Sex Offender Residency Board Appeal for Tou Keng Vang. Moved by Czekala, seconded by Novak, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 18-0336 Request from Imperial Apartments for a Loading Zone in front of 1419 North 8th Street. Attachments: IMPERIAL APARTMENTS - DON ZIMMERMANN IMG_0060 IMG_0061 IMG_0062 IMG_0063 Police Chief Nick Reimer and Director of Public Infrastructure Dan Koski recommended 15 minute parking between signs be placed around the approach in front of Imperial Apartments. An ordinance will need to be drafted. Moved by Lotz, seconded by Soeldner, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz City of Manitowoc Page 2 Public Safety Committee Meeting Minutes April 9, 2018 18-0337 An Ordinance to amend Section 11.220 of the Manitowoc Municipal Code regulating Animal Licenses. Attachments: Beekeeping Regulations Application Ordinance Regulating Beekeeping Staff Attorney Liz Majerus explained the City of Manitowoc had an informal process for beekeepers in the City and we wanted to formalize that and promote sustainable sound beekeeping practices. This ordinance establishes procedures based on best beekeeping practices and creates a licensing form which is filed with the City Clerk’s Office. Liz has worked with the Manitowoc County Beekeepers Association and they have agreed to work with the City of Manitowoc to inspect bee hives and become a resource to residents. Moved by Novak, seconded by Lotz, that this Ordinance be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 18-0338 Request to remove the no parking signs on the east side of North 8th Street, south of Chicago Street, for a distance of 81.5 feet south of the north building edge on Chicago Street. Attachments: Manitowoc Municipal Code 10.390 NORTH 8TH STREET NO PARKING Moved by Novak, seconded by Soeldner, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 18-0340 Request to remove the no parking signs on the south side of Yorkshore Lane beginning at a point located 362 feet east of the east curbline of South 35th Street, thence continuing east for a distance of 65 feet. Attachments: YORKSHIRE LANE NO PARKING Manitowoc Municipal Code 10.390 Moved by Novak, seconded by Lotz, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 7. Old Business City of Manitowoc Page 3 Public Safety Committee Meeting Minutes April 9, 2018 18-0255 Monthly housing inspection citation report. Attachments: BI Report to Public Safety March 2018 There were not any building code citations issued during the month of March. 17-0911 Status of 10 properties the Mayor identified as subject to acquisition and demolition. Attachments: DC Gregg Kadow Memo re blight properties 8292017 Memo re Ownership of Blighted Properties Blight Update Memo 01-02-18 01-30-18 Update of Blighted Properties Fire Chief Todd Blaser reported they are attempting to get inside 1015 Washington Street with demolition contactors to see how this building is going to be raised. Per Staff Attorney Liz Majerus settlement conferences are ongoing between Riverview Apartments. Discussion was had amongst the Alders regarding the blight project. 8.
