Police Chief Reimer spoke in comparison from last year to this year. Chief
feels this year is an anomaly and we are seeing a decline in our numbers
due to the pandemic.
A motion was made by Steven Czekala, seconded by Jeremiah Novak, that this
Report be approved. The motion carried by the following vote:

The annual report contains information from all divisions of the police
department, important media releases, and yearly statistics. Chief Reimer
feels from a historic standpoint this is a good document to look back at and
we will continue to provide an annual report in years to come. Alderperson
McMeans asked if there are any departmental needs and Chief Reimer
feels there is need for another detective in our department due to the time it
takes to investigate crimes.
A motion was made by Steven Czekala, seconded by Jeremiah Novak, that this

20-0799 Discussion and possible action on the uncontrolled Wisconsin Avenue
intersections between North 11th Street and North 18th Street.

Citizen Jeff Stegmann brought his concern to the Public Safety Committee
because he feels this has been an issue for the past 21 years he has lived
in the area and has gotten worse during construction. Jeff would like to see
staggered stop signs to keep speed down. Due to rerouting traffic in the
area from construction the recommendation is to bring this item back after
the construction is complete. A motion was made by Alder Czekala to
place this item on file and seconded by Alder Novak. After further
discussion Alder Czekala withdrew his motion and changed the motion to
table the item.
20-0800 Discussion and possible action on the intersections of North 12th Street
and Menasha Avenue and Waldo Boulevard and Menasha Avenue.

Donna Ellert was present to speak on behalf on her concerns in the area.
A recommendation from engineering staff was made to install no parking
signs, no truck signs, and double yellow striping to divide the road. An
ordinance change is needed for no parking.
Moved by Novak, seconded by Czekala, that this Request be approved and
referred to council. The motion carried by the following vote:

20-0801 An ordinance to amend section 14.575 of the MMC regulating Sexual
Offender Residency Restrictions.

Moved by Novak, seconded by Czekala, that this Ordinance be approved and
referred to Council. The motion carried by the following vote:

Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of considering financial, medical,
social or personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except where
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
upon the reputation of any person referred to in such histories or data, or involved in such problems
or investigations.

Alderperson McMeans read the notice to go into closed session. Moved by Czekala, seconded by
Novak, to convene in closed session. The motion carried on roll call vote by the following vote: Aye:
McMeans, Czekala, Novak, and Vanderkin. Nay: None.

recommending approval of a payment plan
A motion was made by Alder Czekala to setup a payment plan.

Request be approved and referred to council. The motion carried by the
