Discussion and Action Items 20-0792 July 2020 Police Department Monthly Report Attachments: July 2020 Police Department Monthly Report Police Chief Reimer spoke in comparison from last year to this year. Chief feels this year is an anomaly and we are seeing a decline in our numbers due to the pandemic. A motion was made by Steven Czekala, seconded by Jeremiah Novak, that this Report be approved. The motion carried by the following vote: 20-0793 2019 Police Department Annual Report Attachments: MTPD Annual Report 2019 The annual report contains information from all divisions of the police department, important media releases, and yearly statistics. Chief Reimer feels from a historic standpoint this is a good document to look back at and we will continue to provide an annual report in years to come. Alderperson McMeans asked if there are any departmental needs and Chief Reimer feels there is need for another detective in our department due to the time it takes to investigate crimes. A motion was made by Steven Czekala, seconded by Jeremiah Novak, that this Report be approved. The motion carried by the following vote: City of Manitowoc Page 2 Public Safety Committee Meeting Minutes August 13, 2020 20-0799 Discussion and possible action on the uncontrolled Wisconsin Avenue intersections between North 11th Street and North 18th Street. Attachments: Traffic Count Map - Wisconsin Ave. WISCONSIN AVE - N 11TH-N 18TH ST - Accident Data Wisconsin Avenue - Engineering Response Wisconsin Ave Picture Email - Patricia LaCosse NEW YORK AVE - N 11TH ST-N 18TH ST Citizen Jeff Stegmann brought his concern to the Public Safety Committee because he feels this has been an issue for the past 21 years he has lived in the area and has gotten worse during construction. Jeff would like to see staggered stop signs to keep speed down. Due to rerouting traffic in the area from construction the recommendation is to bring this item back after the construction is complete. A motion was made by Alder Czekala to place this item on file and seconded by Alder Novak. After further discussion Alder Czekala withdrew his motion and changed the motion to table the item. 20-0800 Discussion and possible action on the intersections of North 12th Street and Menasha Avenue and Waldo Boulevard and Menasha Avenue. Attachments: N 12TH ST AND WALDO - Engineering Response Plan N. 12th St. - Menasha to Waldo Drawing for N 12th - Menasha - Waldo.pdf Donna Ellert was present to speak on behalf on her concerns in the area. A recommendation from engineering staff was made to install no parking signs, no truck signs, and double yellow striping to divide the road. An ordinance change is needed for no parking. Moved by Novak, seconded by Czekala, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 4- Czekala, Novak, Vanderkin and McMeans 20-0801 An ordinance to amend section 14.575 of the MMC regulating Sexual Offender Residency Restrictions. Attachments: Ord to amend 14 to revise the Sex Offender Residency Language Memo re sex offender ordinance revision_ Moved by Novak, seconded by Czekala, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 4- Czekala, Novak, Vanderkin and McMeans City of Manitowoc Page 3 Public Safety Committee Meeting Minutes August 13, 2020 20-0802 An ordinance to amend section 8.250 of the MMC regulating parks and park facility Exclusions. Attachments: Ord to Amend 8 Memo re parks exclusion ordinance amendment_ Moved by Novak, seconded by Czekala, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 4- Czekala, Novak, Vanderkin and McMeans 6. Convene in Closed Session Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 20-0804 LifeQuest EMS hardship request, call 182A-19-2213 20-0805 LifeQuest EMS hardship request, calls 182A-19-2927 and 182A-19-2741, recommending to approve the request 20-0806 LifeQuest EMS hardship request, calls 182A-19-3573 and 182A-19-3536, recommending approval of a payment plan Alderperson McMeans read the notice to go into closed session. Moved by Czekala, seconded by Novak, to convene in closed session. The motion carried on roll call vote by the following vote: Aye: McMeans, Czekala, Novak, and Vanderkin. Nay: None. The Public Safety Committee deliberated in closed session. (redacted - - Closed Session.) Moved by Czekala, seconded by Novak to reconvene in open session. A motion was made by Steven Czekala, seconded by Jeremiah Novak, that this Request be approved and referred to council.. The motion carried by the following vote: 20-0806 LifeQuest EMS hardship request, calls 182A-19-3573 and 182A-19-3536, recommending approval of a payment plan A motion was made by Alder Czekala to setup a payment plan. A motion was made by Steven Czekala, seconded by Jeremiah Novak, that this Request be approved and referred to council. The motion carried by the following vote: 8. Previously Tabled Items 20-0580 Request to add a 4-way stop at the intersection of Dewey Street and South 9th Street. Attachments: Dewey St. and South 9th Street 4-way stop This request will be discussed during a later meeting. 9.
