Discussion and Action Items 21-0977 Request for "No Parking During School Hours" on the east side of North 15th Street between Waldo Boulevard and Menasha Avenue. Attachments: Roncalli Elementary School - North 15TH St.- No Parking Request.pdf Adrienne Lundy, Principal of Roncalli Elementary School was present and explained her request to extend the “No Parking During School Hours" along the east side of North 15th Street between Menasha Avenue and Waldo Boulevard. A motion was made to direct City staff to draft the appropriate ordinance and to work with DPI staff on sign placement. Moved by Reckelberg, seconded by Beeman, that this Request be approved and referred to Council. Attachments: Ord to Amend Ch 31 Sign Code_.pdf Community Development Director Adam Tegan stated after staff starting to utilize the recently adopted sign code staff encountered some clarification questions/issues. These amendments clean up the areas in question and adds the River Point PUD to the code. A second motion was made by Alderperson Reckelberg to direct staff to draft an amendment to the current sign code to allow flutter polyknit signs and to adjust the dimensions of allowed monument signs, seconded by Alderperson Vanderkin. Motion failed by the following vote: Aye (2) - Reckelberg, Vanderkin Nay(3) - Schlei, Beeman, Boldt. Convene in Closed Session A motion was made by Vice Chair Brett Vanderkin, seconded by Todd Reckelberg, to convene in closed session at 7:20 p.m. The motion carried by the following vote: Aye: 5- Schlei, Vanderkin, Beeman, Boldt and Reckelberg Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Reconvene in Open Session A motion was made by Tim Boldt, seconded by Todd Reckelberg, to reconvene in open session at 7:57 p.m. The motion carried by the following vote: Aye: 5- Schlei, Vanderkin, Beeman, Boldt and Reckelberg 21-0988 LifeQuest EMS billing dispute, call 182A-21-2986. A motion was made by Alderperson Reckelberg to forgive the outstanding EMS bill, Seconded by Alderperson Vanderkin. Motion failed by the following vote: Aye (2) - Reckelberg, Vanderkin Nay(3) - Schlei, Beeman, Boldt. A second motion was made by Alderperson Boldt to deny the request and work with City staff to set up a payment plan. Moved by Boldt, seconded by Beeman, that this Request be denied and referred to Council.
