22-0030 Discussion regarding the alley way between Rankin Street and Kemper
Street.

A motion was made to move the existing "Do Not Enter" sign closer to the
entrance of the alleyway on Rankin Street.
Moved by Reckelberg, seconded by Beeman, that this Request be approved and
referred to Council. The motion carried by the following vote:

22-0031 Resolution for 2022 Building Inspection Fees.

BI Fee Structure Documentation
This resolution presents a slight increase in fees related to building
inspection permits as well as establish a fee schedule for code
enforcement inspections. An explanatory memo outlining the cost of
sample projects should be provided and attached to the file prior to the
January 17th, 2022 Common Council meeting.
Moved by Schlei, seconded by Reckelberg, that this Resolution be approved and
referred to Council. The motion carried by the following vote:

22-0032 Ordinance to amend 16.070 of the MMC regulating razing of buildings.

Street and Dewey Street.

A motion was made to install advanced pedestrian warning signs in both
directions of travel on Dewey Street.
Moved by Boldt, seconded by Beeman, that this Action Item be approved and
referred to Council. The motion carried by the following vote:

21-0978 Request for left turn arrows on Calumet Avenue at South 30th Street and

A motion was made by Todd Reckelberg, seconded by Tim Boldt, to convene in
closed session. The motion carried by the following vote:

Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of considering financial, medical,
social or personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except where
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
upon the reputation of any person referred to in such histories or data, or involved in such problems
or investigations.
The specific subject matter that may be considered in closed session is:

Moved by Boldt, seconded by Beeman, that this be reconvene in open session.

22-0034 LifeQuest hardship request, call 182A-21-3691.
A motion was made to rescind the bill based on the recommendation from
LifeQuest.
Moved by Reckelberg, seconded by Beeman, that this Request be approved and
referred to Council. The motion carried by the following vote:
Aye: 5- Schlei, Vanderkin, Beeman, Boldt and Reckelberg
22-0035 LifeQuest hardship request, call 182A-21-4407.
A motion was made to reduce the outstanding bill by 75 percent based on
the recommendation of LifeQuest.
Moved by Schlei that this Request be approved and referred to Council. The
motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Those attending the meeting via
Zoom who wish to give public input are asked to keep their microphone muted until
public input is opened to improve audio quality for all attendees. Those using their
phone to call in may hit *6 to mute and unmute themselves.

Those wishing to make public comment in advance of the meeting should email

Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
