Discussion and Action Items 22-0954 Request to reduce the speed limit on North 18th Street from Menasha Avenue to Magnolia Avenue. Attachments: N 18th Street speed limit reduction A motion was made to reduce the speed limit on North 18th Street from Menasha Avenue to Magnolia Avenue to 25 MPH. Moved by Boldt, seconded by Kaderabek, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 4- Schlei, Vanderkin, Kaderabek and Boldt Nay: 1- Reckelberg 22-0951 Request for "No Parking" signs to be added to the 2400 blk of South 30th Street. Attachments: 2401street No Parking Sign 2400 blk of S. 30th Street request Paul Fencl from Alliance Laundry Systems was present and explained the need for additional "no parking" signs on South 30th Street between Dewey Street and Viebahn Street. Alliance Laundry Systems has agreed to cover the cost beyond the 2-3 signs City staff has recommends installing. Alliance has requested signs that say "no parking this side". Moved by Reckelberg, seconded by Vanderkin, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 22-0952 Crime Prevention Committee amended bylaws Attachments: 2022 CPC Bylaws A motion was made to amend the bylaws. Moved by Vanderkin, seconded by Reckelberg, that this Action Item be approved and referred to Council. Attachments: Discrimination in the City of Manitowoc The Public Safety Committee would like the Assistant City Attorney to draft a document outlining the City's stance on discrimination. Moved by Schlei, seconded by Reckelberg, that this Communication be placed on file. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 22-0956 South 39th Street from Dewey Street to Viebahn Street - No Parking Attachments: S. 39TH ST FROM DEWEY ST TO VIEBAHN STREET - NO PARKING A motion was made to approve the request. An amended ordinance should be drafted and sent to Common Council for approval. Moved by Reckelberg, seconded by Vanderkin, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 6. Roll Call Present: 4- Schlei, Reckelberg, Vanderkin and Boldt Excused: 1- Kaderabek 7. Convene in Closed Session A motion was made by Vice Chair Todd Reckelberg, seconded by Alderperson Brett Vanderkin, to convene in closed session at 6:18 p.m. The motion carried by the following vote: Aye: 4- Schlei, Reckelberg, Vanderkin and Boldt Excused: 1- Kaderabek Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: City of Manitowoc Page 3 Public Safety Committee Meeting Minutes November 14, 2022 22-0955 LifeQuest billing dispute, call 182A-22-2963. (Closed Session portion of the Minutes has been redacted.) 8. Reconvene in Open Session A motion was made by Vice Chair Todd Reckelberg, seconded by Alderperson Brett Vanderkin, to reconvene in open session at 6:31 p.m.. The motion carried by the following vote: Aye: 4- Schlei, Reckelberg, Vanderkin and Boldt Excused: 1- Kaderabek 22-0955 LifeQuest billing dispute, call 182A-22-2963. A motion was made to deny the request but to allow for a payment plan to be set up with the City of Manitowoc. Moved by Reckelberg, seconded by Vanderkin, that this Action Item be denied. The motion carried by the following vote: Aye: 4- Schlei, Reckelberg, Vanderkin and Boldt Excused: 1- Kaderabek 9.
