Discussion and Action Items City of Manitowoc Page 2 Public Safety Committee Meeting Minutes January 9, 2023 23-0017 Discussion on epinephrine pens for emergency use in the City of Manitowoc. Attachments: EPI PENS REQUEST Angel and George Mueller explained Dillon's Law and their perspective on the benefit of having epinephrine auto-injectors in city facilities. Alder Reckelberg made a motion to place this item on file, seconded by Alder Kaderabek. The initial motion was withdrawn by Alder Reckelberg and a second motion was made for city staff to obtain more information to determine the possibility of adding epinephrine auto-injectors in city facilities. Moved by Reckelberg, seconded by Kaderabek, that this Communication be accepted for Consent Agenda. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 22-0857 1304 Michigan Avenue - brush over the alleyway between North 13th Street and North 14th Street. Attachments: Issue 13108 - photo 2 Issue 13108 - photo 4 1304 Michigan Ave. communication Billy Hutterer from the Department of Public Works was present and would recommend the shrubbery on the property of 1304 Michigan Avenue be brought into compliance with city code. Moved by Reckelberg, seconded by Vanderkin, that this Action Item be referred to Forestry to bring the shrubbery at this location into compliance. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt City of Manitowoc Page 3 Public Safety Committee Meeting Minutes January 9, 2023 23-0020 No Parking on South 13th Street South of Grand Avenue Attachments: no parking - s 13th st south of grand ave Citizen John Dodge expressed his concern regarding the parking on South 13th Street south of Grand Avenue. South 11th, 12th, and 13th Streets are 24 feet of asphalt pavement with no curb and gutters. A motion was made by Alder Vanderkin for city staff to draft an ordinance for no parking on South 11th, 12th, and 13th Streets south of Grand Avenue. After further discussion, Alder Vanderkin withdrew his motion and made a second motion to direct city staff to draft an ordinance for no parking on South 13th Street south of grand Avenue. Moved by Vanderkin, seconded by Boldt, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 22-0663 Discussion regarding parking recreational vehicles on City streets. Attachments: Recreation Vehicles on Streets Memo to PS Com re Recreational Vehicles 22-0663 Assistant City Attorney Eric Nycz provided the Public Safety Committee with a memo regarding the parking of recreational vehicles on city streets. Chief Nick Reimer was also present and expressed his concern and would not recommend allowing RV motor home parking on the street for overnight camping. Chief Reimer felt language similar to ordinance 10.450 regulating all-night parking on semi-trucks would be appropriate for this situation. A motion was made for Chief Reimer to work with the City Attorney's office to draft an ordinance with the necessary regulations. Moved by Reckelberg, seconded by Boldt, that this Communication be approved and referred to Council. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 23-0016 Annual Joint Powers Agreement between Manitowoc County Joint Dispatch and the City of Manitowoc Attachments: Joint Powers Agreement Moved by Vanderkin, seconded by Kaderabek, that this Agreement be approved and referred to Council. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt City of Manitowoc Page 4 Public Safety Committee Meeting Minutes January 9, 2023 6. Convene in Closed Session A motion was made by Vice Chair Todd Reckelberg, seconded by Alderperson Brett Vanderkin, to convene in closed session at 7:02 p.m. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 23-0021 LifeQuest hardship request, calls 182A-3760, 182A-22-3679, 182A-22-3083, and 182A-22-2597 (Closed Session portion of the Minutes has been redacted.) 7. Reconvene in Open Session A motion was made by Alderperson Brett Vanderkin, seconded by Alderperson Darian Kaderabek, to reconvene in open session at 7:1 p.m. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 23-0021 LifeQuest hardship request, calls 182A-3760, 182A-22-3679, 182A-22-3083, and 182A-22-2597 A motion was made to approve the hardship request. Moved by Vanderkin, seconded by Kaderabek, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 8.
