Present: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt
3. Public Comment
Alderperson Schlei declared the meeting open for public input. In
accordance with policy, the public input portion of the meeting is not made
a part of the official record.
4. Consent Agenda
These items will be approved by one motion unless any Committee Member wishes to remove an
item for discussion.
REMOVAL OF CONSENT AGENDA ITEMS: None.
Approval of the Consent Agenda
Moved by Reckelberg, seconded by Vanderkin, to accept the Consent Agenda
Items and recommendations of the various committees The motion carried by the
following vote:

5. Discussion and Action Items
23-0298 A Charter Ordinance to amend Section 10.830 of the MMC regulating
bicycles and e-bikes or electric bicycles.

Moved by Reckelberg, seconded by Vanderkin, that this Ordinance be approved
and referred to Council. The motion carried by the following vote:
Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt
23-0299 Ordinance regulating unnecessary acceleration/burnouts on City streets.

Moved by Kaderabek, seconded by Boldt, that this Ordinance be approved and
referred to Council. The motion carried by the following vote:

23-0300 Request for parking and lane change assignments on Washington Street
from S. 7th Street to S. 9th Street and the intersection of S. 8th Street.

A motion was made by Alderperson Reckelberg to approve the parking
and lane change assignments on Washington Street from S. 7th Street to
S. 9th Street and the intersection of S. 8th Street. This includes changing
the angle parking on the south side of Washington Street abutting Brix to
parallel parking.
Moved by Reckelberg, seconded by Vanderkin, that this Action Item be approved
and referred to Council. The motion carried by the following vote:

6. Previously Tabled Items
23-0214 Pedestrian crossing concern at the intersection of South 8th Street and
Marshall Street.

City staff will continue to work with First German to place flashing
pedestrian signs in the area at their expense.
Moved by Vanderkin, seconded by Kaderabek, that this Action Item be placed on
file. The motion carried by the following vote:

7. Adjournment
A motion was made by Alderperson Brett Vanderkin, seconded by Vice Chair
Todd Reckelberg, that This meeting be adjourned at 6:03 p.m. The motion
carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Those attending the meeting via
Zoom who wish to give public input are asked to keep their microphone muted until
public input is opened to improve audio quality for all attendees. Those using their
phone to call in may hit *6 to mute and unmute themselves.

Those wishing to make public comment in advance of the meeting should email

Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
The above governmental body will meet to discuss and possibly take action on the
agenda items set forth below.
