Approval of the Consent Agenda
Moved by Cummings, seconded by Beeman, to accept the Consent Agenda Items
and recommendations of the various committees The motion carried by the
following vote:

24-1664 Pedestrian Crossing Sign on Herman Road at the intersection of Kimberly
Circle.

Recommendation - Pedestrian Crossing Herman Rd. at Kimberly Cir.
Alder Reckelberg explained this request was made because traffic on
Herman Road has increased as a result of the Rapids Road construction
project. A recommendation was made to place temporary mobile signs as
this is believed to be a temporary issue that will resolve once the Rapids
Road construction is complete. Adler Cummings made a motion to
approve the sign request, seconded by Alder Vanderkin. After further
discussion, Alder Cummings amended his motion to install a "Residential
Area" sign in the southbound direction on Herman Road before Kimberly
Circle and to place temporary mobile signs until construction is complete,
seconded by Alder Beeman.
Moved by Cummings, seconded by Beeman, that this Request be approved as
amended. The motion carried by the following vote:
Aye: 5- Boldt, Beeman, Cummings, DeBaets and Vanderkin
24-1665 Request to increase the speed limit on Waldo Boulevard from 25 MPH to
35 MPH between the round-a-bout and North 6th Street.

2019 Request to reduce the speed limit on Waldo Blvd from
roundabout to RIver Ct.
Alder Reckelberg initially proposed raising the speed limit on Waldo
Boulevard to 35 MPH from the round-a-bout to North 6th Street. However,
after consulting with staff, the proposal was adjusted to set the speed limit
at 30 MPH from the round-a-bout to North 5th Street. During the discussion,
residents shared their thoughts on the proposed change. Alder Beeman
made a motion to deny the request, seconded by Alder Cummings.
Moved by Beeman, seconded by Cummings, that this Request be denied and
referred to Council. The motion carried by the following vote:

Nay: 2- DeBaets and Vanderkin
24-1666 Construction of Sidewalks in the Royal Oaks Subdivision at the following
locations; 2500, 2600, and 2700 blocks of Knuell Street, 2500, 2600, and
2700 blocks of Red Fox Lane, and 4300 and 4400 blocks of Deerbrook
Lane.

The Public Safety Committee reviewed this matter to decide whether
further information is needed to assess the necessity of sidewalks in the
area for the public's health and safety. A motion was made to place the
request on file.
Moved by Vanderkin, seconded by Beeman, that this Request be placed on file
and referred to Council. The motion carried by the following vote:
Aye: 4- Boldt, Beeman, DeBaets and Vanderkin
Nay: 1- Cummings
6. Adjournment
A motion was made by Brett Vanderkin, seconded by William DeBaets, that this
meeting be adjourned at 6:56 p.m. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Those attending the meeting via
Zoom who wish to give public input are asked to keep their microphone muted until
public input is opened to improve audio quality for all attendees. Those using their
phone to call in may hit *6 to mute and unmute themselves.

gather information about the subject matter over which they have decision making
responsibility.
