Discussion and Action Items 24-1759 An Ordinance to amend Section 16.350 of the MMC regulating Fence and Hedges. Attachments: ORDINANCE TO AMEND 16.350 FENCES AND HEDGES Attorney Eric Nycz explained the amendments to this section of the MMC allows the Inspector Supervisor to give permission for hedges and fences to exceed the six feet in height. Moved by Vanderkin, seconded by Cummings, that this Ordinance be adopted as amended and referred to Council. The motion carried by the following vote: Aye: 4- Boldt, Cummings, DeBaets and Vanderkin Excused: 1- Beeman City of Manitowoc Page 2 Public Safety Committee Meeting Minutes August 12, 2024 24-1758 Discussion of speed limits throughout the city. Attachments: City of Manitowoc Speed Limits Alder Sitkiewitz raised the issue during the Public Safety Committee meeting following the Waldo Boulevard speed limit discussion. Sitkiewitz highlighted the need to review speed limits across the city due to existing inconsistencies. Alder Reckleberg also echoed concerns about inconsistent speed limits. Police Chief Reimer explained that the city has varying locations, leading to variations in speed limits. Police Chief Reimer clarified that the city's varied locations contribute to the differences in speed limits. Chief Reimer suggests that we continue to assess the speed limits in the city on a case-by-case basis. There is a significant historical context behind the current speed limits across the city. A motion was made to establish a subcommittee to discuss the inconsistencies in speed limits across the city. Alder Vanderkin will work with Attorney Nycz to form the subcommittee. Moved by Vanderkin, seconded by Cummings, that this Communication be placed on file and referred to Council. The motion carried by the following vote: Aye: 4- Boldt, Cummings, DeBaets and Vanderkin Excused: 1- Beeman 24-1757 Request for pedestrian crossing signs and a larger ladder crosswalk at the intersection of Waldo Boulevard and North 21st Street, recommending to install permanent pedestrian crossing signs and expanding the ladder crosswalk. Attachments: N. 21st St - Waldo Blvd ped - crosswalk N. 23rd- Waldo Blvd. Upon reviewing the areas of North 23rd and North 21st Streets and Waldo Boulevard, Cheif Reimer suggests installing permanent pedestrian crossing signs and expanding the ladder crosswalk at the Waldo Boulevard and North 21st Street. The allocation of epoxy pavement markings can be included in the budget for 2024. Moved by Cummings, seconded by DeBaets, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 4- Boldt, Cummings, DeBaets and Vanderkin Excused: 1- Beeman City of Manitowoc Page 3 Public Safety Committee Meeting Minutes August 12, 2024 24-1760 An Ordinance to amend Section 10.010 of the MMC regulating Provision of State Law Adopted by Reference (Traffic Regulations). Attachments: ORD TO REVISE 10.010(3) SPEED LIMITS MEMO TO PS COMMITTEE RE SPEED LIMITS This Ordinance was drafted to clean up the language and render the posted speed limits in so the are enforceable. Moved by Cummings, seconded by Vanderkin, that this Ordinance be adopted as amended and referred to Council. The motion carried by the following vote: Aye: 4- Boldt, Cummings, DeBaets and Vanderkin Excused: 1- Beeman 24-1761 An Ordinance to amend Section 16.070 of the MMC Regulating Razing of Buildings. Attachments: MEMO TO PS RE PROPOSED REVISION TO MMC 16.070 Demolition Permit Package pg 1-2.pdf ORDINANCE TO AMEND 16.070 RAZING OF BUILDINGS The proposed language would allow the Inspection Supervisor and City Attorney to grant an alternative to the currently required irrevocable line of credit letter. Moved by Vanderkin, seconded by Cummings, that this Ordinance be adopted as amended and referred to Council. The motion carried by the following vote: Aye: 4- Boldt, Cummings, DeBaets and Vanderkin Excused: 1- Beeman 6. Convene in Closed Session A motion was made by Brett Vanderkin, seconded by William DeBaets, to convene in closed session at 6:16 p.m. The motion carried by the following vote: Aye: 4- Boldt, Cummings, DeBaets and Vanderkin Excused: 1- Beeman City of Manitowoc Page 4 Public Safety Committee Meeting Minutes August 12, 2024 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 24-1462 Manitowoc Fire Rescue Billing Dispute, call # 23-4724; recommending to deny the dispute. Reconvene in Open Session A motion was made by Brett Vanderkin, seconded by Michael Cummings, to reconvene in open session at 6:22 p.m. The motion carried by the following vote: Aye: 4- Boldt, Cummings, DeBaets and Vanderkin Excused: 1- Beeman 24-1462 Manitowoc Fire Rescue Billing Dispute, call # 23-4724; recommending to deny the dispute. Moved by Vanderkin, seconded by Cummings, that this Action Item be denied and referred to Council. The motion carried by the following vote: Aye: 4- Boldt, Cummings, DeBaets and Vanderkin Excused: 1- Beeman 8.
