PLEDGE OF ALLEGIANCE Council Member Haynes led the Pledge of Allegiance. TEXAS PLEDGE "Honor the Texas Flag; I Pledge Allegiance to Thee, Texas, One State Under God; One and Indivisible" Council Member Newsom led the Texas Pledge. CITIZEN COMMENTS There were no citizen comments. COUNCIL ANNOUNCEMENTS There were no Council announcements. STAFF COMMENTS City Manager Report or Authorized Representative Current/Future Agenda Items Preliminary Notice of Intent of Independent Parties to Request Resolutions of Support from City Council of Applications to the Texas Department of Housing and Community Affairs for Tax Credit Financing Program Projects to be Located on an Extension of Robert Road and the End of Regency Parkway and Other Potential Locations in The Reserve TIRZ City Manager Clayton Chandler made brief comments. Drought State Update - Joe Smolinski Director of Utilities Joe Smolinski made brief comments and answered Council questions. CITY OF MANSFIELD Page 2 City Council Meeting Minutes - Final December 17, 2014 TAKE ACTION NECESSARY PURSUANT TO EXECUTIVE SESSION No action taken by the Council. NEW BUSINESS 14-1174 Discussion and Possible Action Regarding Request from TxDOT to Raise the Speed Limit on US 287 in Tarrant County from 65 MPH to 70 MPH Mayor Cook advised staff was available for questions. Council Member Lindsey made brief comments. A motion was made by Council Member Lindsey to approve the request from TxDOT. Seconded by Mayor Pro Tem Broseh. The motion CARRIED by the following vote: Aye: 7- David Cook;Stephen Lindsey;Wendy Burgess;Cory Hoffman;Larry Broseh;Darryl Haynes and Brent Newsom Nay: 0 Abstain: 0 14-1175 Resolution - A Resolution Concurring in the State's Intention to Remove a Portion of Business 287 and a Portion of F.M. 157 from the State System and Transferring its Interest in Such Property to the City Director of Public Works Steve Freeman made brief comments and answered Council questions. A motion was made by Council Member Hoffman to approve the following resolution: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANSFIELD, TEXAS, CONCURRING IN THE STATE'S INTENTION TO REMOVE A PORTION OF BUSINESS 287 AND A PORTION OF F.M. 157 FROM THE STATE SYSTEM AND TRANSFERRING ITS INTEREST IN SUCH PROPERTY TO THE CITY (Resolution in its entirety located in the City Secretary's Office) Seconded by Council Member Newsom. The motion CARRIED by the following vote: Aye: 7- David Cook;Stephen Lindsey;Wendy Burgess;Cory Hoffman;Larry Broseh;Darryl Haynes and Brent Newsom Nay: 0 Abstain: 0 Enactment No: RE-3064-14 14-1176 Resolution - A Resolution of the City Council of the City of Mansfield, Texas, Designating the Apparent Successful Bidder for the Purchase of 0.463 Acres north of Alvarado Street Between 1st Avenue and 2nd Avenue CITY OF MANSFIELD Page 3 City Council Meeting Minutes - Final December 17, 2014 A motion was made by Council Member Lindsey to approve the following resolution awarding a bid to the highest bidder, Mansfield Custom Homes, directing staff to discuss the development agreement: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANSFIELD, TEXAS, DESIGNATING THE APPARENT SUCCESSFUL BIDDER FOR THE PURCHASE OF 0.463 ACRES NORTH OF ALVARADO STREET BETWEEN 1ST AVENUE AND 2ND AVENUE; AND PROVIDING AN EFFECTIVE DATE (Resolution in its entirety located in the City Secretary's Office) Seconded by Mayor Pro Tem Broseh. The motion CARRIED by the following vote: Aye: 6- David Cook;Stephen Lindsey;Wendy Burgess;Cory Hoffman;Larry Broseh and Darryl Haynes Nay: 0 Abstain: 1- Brent Newsom Enactment No: RE-3065-14 ADJOURN A motion was made by Council Member Hoffman to adjourn the meeting at 9:40 a.m. Seconded by Council Member Newsom.
