CALL TO ORDER Chairman Smith called the meeting to order at 6:00 p.m. in the Council Chamber at City Hall, 1200 East Broad Street, with the meeting being open to the public and notice of said meeting, giving date, place, and subject thereof, having been posted as prescribed by Chapter 551, Texas Government Code. Staff: Art Wright, Planner/HPO Jennifer Johnston, Development Coordinator Commissioners: Present 7 - Amanda Kowalski;Mark Walker;David Littlefield;Robert Smith;Bob Klenzendorf;Thomas Leach and Allan Hudson 2. APPROVAL OF MINUTES 21-4400 Minutes - Approval of the October 14, 2021 Historic Landmark Commission Meeting Minutes Chairman Smith called for approval of the minutes of the October 14, 2021 meeting. Chairman Smith noted an error in the minutes from the previous meeting. Ms. Johnson corrected the minutes and gave copies to the Commissioners. Commissioner Walker made a motion to approve the minutes as corrected. Commissioner Hudson seconded the motion which carried by the following vote: Aye: 7- Amanda Kowalski; Mark Walker; David Littlefield; Robert Smith; Bob Klenzendorf; Thomas Leach and Allan Hudson Nay: 0 Abstain: 0 3. DISCUSSION ITEMS 21-4346 HLC#21-013: Discussion regarding revisions to the Design Guidelines for Downtown Mansfield Mr. Wright gave a presentation on the current Design Guidelines for Downtown Mansfield and presented ideas to the Commission as to updating the Guidelines. After a brief discussion the Commission directed Mr. Wright to begin the process of updating the Design Guidelines. Commissioners Walker and Kowalski left the meeting at 6:31 p.m. 21-4401 HLC#21-014: Discussion regarding Preservation Incentives Mr. Wright gave a presentation on possible incentives that may be offered to owners of properties considering a landmark designation. Chairman Smith left the meeting at 7:20 p.m. Vice-Chairman Littlefield assumed the chair for the remainder of the meeting. 5. HISTORIC PRESERVATION OFFICER'S REPORT None. 6. PRESERVATION MONTH SUB-COMMITTEE REPORT AND DISCUSSION Vice-Chairman Littlefield stated at this time the Sub-Committee had nothing to report. 7. COMMISSION ANNOUNCEMENTS Commissioner Klenzendorf advised he may be absent from the December 9, 2021 meeting. 8. STAFF ANNOUNCEMENTS Mr. Wright reported that the Mellow Mushroom building had been purchased for a new steak house restaurant and cigar bar. 9.
