FINANCIALS 23-5430 Presentation of the Monthly Financial Report for the Period Ending 05/31/2023 5. STAFF PRESENTATIONS Comprehensive Economic Development Policy Staff requests MEDC Board feedback on proposed policy components for incentives and tax abatements. Staff will make changes and add legal language before presenting the document for adoption on July 10th, 2023 at the joint meeting with the MEDC Board and Mansfield City Council. The schedule includes a policy review in June 2023, followed by Board and Council approval in July 2023. The policy will be published along with marketing materials set to be released in August 2023. The policy criteria are divided into two sections: criteria for incentives and criteria for tax abatements. Incentive options include various types such as sales tax, CITY OF MANSFIELD Page 1 Mansfield Economic Development Meeting Minutes June 27, 2023 Corporation infrastructure, tax abatement, loans and grants, fee deferral, empowerment zones, and more. Incentive programs for corporate headquarters include relocation assistance, lease and rent assistance, and "Pass the Torch" program. The built environment programs consist of grants for facade improvement, rezoning fees, construction sales tax, separated materials sales tax, and incentives for Historic Downtown Mansfield, including restaurant recruitment, community activation, pop-up shop, and business incubator programs. Additionally, there are destination retail, dining, and entertainment incentive programs like the Grease Trap Grant, Retail Rent Assistance Grant, and Fast Track Review. The target initiatives focus on specific locations, industries, and Mansfield. These priorities align with input from the Boards, City Council, citizens, and the Mansfield 2040 Comprehensive Plan. Economic Development Project Updates Admiral Legacy: Looking for zoning to be approved by May. Super Studios: Natalie, Dave, members of the City's Government office and City Council members went to visit a similar setup in Georgia the past week, and the trip went great. The engineers are wanting to get the ball rolling, looking to get started and completed quickly. Hoffman Cabinets: The signatures to process payments have come through, and a site inspection showed that everything was in compliance. Straumann: MEDC staff will be visiting for a meeting at the end of this week. Both parties are looking to schedule a ribbon cutting. Compressed Air: Currently under construction, construction is scheduled to be completed by the end of 2024; if it keeps moving forward at the current pace, it could see completion by the end of 2023. BCB Transport, expansion: Looking to expand 2 arcs for $370,000, once expansion is completed, company will be granted back by the city. As a thank you, BCB will be developing a trail for the city. Crystal Window & Door is looking to start construction late or early in the fall of 2023. American Carton Company's expansion is complete; we are waiting for the company to request payment. Klein Tools was in compliance and received their tax evasion payment. Shops at Broad is currently owned by Trez Capital are looking to sell open spaces quickly. Innovation District Update Mission Statement: To develop a dynamic workforce in the DFW-Mansfield region where innovative problem solvers collaborate to bring new ideas, discoveries, and products to the market that create a healthy economy. Strategic partnerships: University of Texas at Arlington, Texas A&M Engineering Experiment Station (TEES), and The Global Institute on Innovation Districts. CITY OF MANSFIELD Page 2 Mansfield Economic Development Meeting Minutes June 27, 2023 Corporation Key implementation partners: Michelle Woodall, LeighAnn Tamplen, Rodney Reddic, Ese Aihie, James Sellers, Jeremy Forsberg, Jacquetta Dantzler, John Peterson, and Gabby Everett. Plans to create innovation programs: Customized skill training; "How It's Made" Tours. Currently seeking funding from the U.S. Economic Development Association for the Regional Technology and Innovation Hub Program in FY 2023. The deadline to apply is on August 15th, 2023. Target industries for the innovation hub: advanced manufacturing, robotics and nanotechnology, aerospace, aviation, and defense, biotechnology and life sciences, information technology, corporate services, destination entertainment, retail, and restaurants. Staff visits and plans to visit other innovation districts in the DFW Metroplex. Currently collaborating with Centipede Marketing for branding. Staff will work on website development, content creation, wayfinding signage, and digital marketing. MEDC Website Refresh Staff presented what the current MEDC website is like and why it would be a strong move to redesign it. Staff asked for Board members feedback on what the current website looks like and where the staff would like to see the website headed in the near future. 6. CRITICAL INFRASTRUCTURE 7. RECONVENE INTO REGULAR SESSION David Godin, President, reconvened into regular session 8:06 p.m. 8. TAKE ACTION PURSUANT TO EXECUTIVE SESSION No action was taken pursuant to executive session. 9. OLD BUSINESS No old business was discussed. 10. NEW BUSINESS No new business was discussed. 11. BOARD MEMBER COMMENTS Nicole, Drew, and Will thanked staff for their presentations. Kent thanked staff and provided feedback from the TEDC Conference. Todd also provided feedback from the TEDC Conference and recommended MEDC consider adding a board member from MISD/MISD School Board to the MEDC Board, along with considering adding a program similar to "Raise Your Hand" by HEB. David thanked Jason for all the hard work and all the board members for their involvement in improving Mansfield. He recommended board members be available as MEDC staff meet with new and existing businesses. 12. STAFF COMMENTS Natalie reminded the board of the upcoming Mansfield Rocks event, the next meeting on July 10th with City Council, and the August 1st meeting. A calendar invite will be sent to all board members. Jason elaborated on the MEDC/City Council meeting and answered board questions. 13.
