CALL TO ORDER The meeting was called to order at 6:03 p.m. by Vice President Bobby Quinten. Members present: Bobby Quinten, Sherri Chambers, Janice Knight, Sharon Zambrzycki, Cindy Gray, Judy Lee, and ex-officio Paula Highfill Member absent: Suzonne Evans City Staff Present: City Librarian Steve Standefer, Community Services Director Shelly Lanners and Library Administrative Assistant Dorothy McGuinness 2. APPROVAL OF MINUTES Sharon Zambrzycki made a motion to approve the minutes of the July 10th, 2013, meeting as corrected, and to approve the summary of the July 23, 2013, joint meeting hosted by the Grand Prairie Public Library Board and attended by members of the Advisory Boards of Grand Prairie, Arlington, Kennedale, and Mansfield Public Libraries. Cindy Gray seconded. The motion passed 6-0. 3. CITIZEN COMMENTS Councilman Darryl Haynes, Mansfield Public Library Friends “President-in-training” Carol Ann Grantham, and Library Board applicant Willie McDaniel were welcomed by Vice President Bobby Quinten. 4. CITY LIBRARIAN'S REPORT Friends of the Library: Friends President Paula Highfill reported that Mansfield Writes! 2013 will be held on Friday, November 1st at 7 p.m. A detailed event flyer is available on Friends book carts in the foyer of the library. Mansfield Reads! 2014 will be held on May 2, 2014, and the book will be The Informationist by Taylor Stevens. Additional news will be available on the Friends Website . Ms. Highfill referred the Board to the article on the ALA.org site featuring the Friends of Mansfield Public Library as winners of the 2012 National Friends of Libraries Week Award. Mr. Standefer said that he would send a link for the article to the Board. Ms. Highfill stated that the Friends had also presented the library with a copy of Hands Around the Library: Protecting Egypt’s Treasured Books by Karen Abouraya and Susan Roth . Ms. Highfill introduced visitor Carol Ann Grantham as the Friends “President-in-training” who will assume the Friends presidency and will become the ex-officio member of the Library Advisory Board in January 2014. FY2014 Budget: Mr. Standefer reported that the city budget was passed by City Council today. He thanked Councilman Haynes for his hard work on the Council to pass the budget. Mr. Standefer presented the Board with a Budget Request Summary for FY2013-2014 outlining key areas of the initial library budget request, the adopted library budget, and a comparison with the current FY 2013 budget. Sharon Zambrzycki asked if there was anything in particular in the originally proposed library budget request that the library would be unable to do with the adopted Library Materials & Resources budget for FY2014. Mr. Standefer explained that volume CITY OF MANSFIELD Page 1 Mansfield Public Library Advisory Meeting Minutes - Final September 11, 2013 Board counts would be lower and that a few electronic resources would not be added now but perhaps could be added in future fiscal years. He added that the capital improvements of additional parking and additional shelving were not approved. 5. REVIEW LIBRARY ADVISORY BOARD APPLICATIONS Mr. Standefer thanked out-going Library Advisory Board member Judy Lee for her 9 years of service on the Board. Judy joined the Board in 2004. He stated that the Council will recognize Judy and former Library Advisory Board member Kelly Campbell at a Council meeting this fall. Applicant Interview: Vice President Quinten began the interview with Library Board applicant Willie McDaniel. Mr. McDaniel explained that he has reached a point in his life where he is able to and desires to give back to the community of Mansfield. He uses the library’s facilities often and is impressed with the library , but he feels that service can always be improved to “stay above the curve, move forward. ” Various questions were asked and comments made by the board to get to know Mr. McDaniel better. Mr. Standefer explained that once Mr. McDaniel is recommended by the board and approved by City Council, he will go through an orientation with Mr. Standefer to get a better understanding of the workings of the library and his role as a board member. Mr. McDaniel stated that he was willing to adjust his personal schedule to meet the requirements of the board and its regular meeting nights. Adopt recommendation for City Council: Sharon Zambrzycki moved to recommend Mr. McDaniel to the Council for appointment to the Library Advisory Board . Jan Knight seconded. The motion passed 6-0. Vice President Quinten asked for a motion to approve for reappointment the current board members Bobby Quinten, Cindy Gray, and Sherri Chambers as a slate. Judy Lee so moved. Sharon Zambrzycki seconded the motion. The motion passed 6-0. Steve will present the slate to City Council for approval at their Sept. 23rd meeting. 6. BOARD MEMBER COMMENTS AND ANNOUNCEMENTS Judy Lee thanked the Board for the fabulous time she has had serving on the Board for the last 9 years. Prior to her time on the Board, she was President of the Friends and involved at the time of the first Mansfield Reads. She expressed her thankfulness to the board for the time spent together. The next meeting will be Wednesday, October 9th at 6 p.m. in the Community Room. 7.
