1. CALL TO ORDER
The meeting was called to order by President Bobby Quinten at 6:02 p.m.

2. APPROVAL OF MINUTES OF FEBRUARY MEETING
The date for the Mansfield READS! author event needs to be updated to April 26,
2019. A motion to accept the February 13, 2019 minutes with this change was made
by Debra Collins, seconded by Cindy Kuster. The minutes with designated change
were approved unanimously.
3. CITIZEN COMMENTS
There were no citizen comments.
4. FRIENDS OF THE LIBRARY UPDATE
Shelley Daunis and Bobby Quinten provided the update:
* The Mansfield READS! 2019 proclamation will be on Monday, March 25 at 7 p.m.
* Pickle Parade volunteers are confirmed for March 15 and 16
* Trivia Night is Friday, March 22 at Dirty Job Brewing. Volunteers should be there
at 5:30 p.m. Maggie Martin and Richard Ajenikoko agreed to volunteer. All Board
members are encouraged to share the social media post.
* Regarding the Mansfield READS! 2019 Kick-off event:
On track for March 14 from 6:00 p.m. - 8:00 p.m.
Volunteers should arrive by 5:30 p.m., with some coming earlier for set-up
Met with Market Street to run through the evening and set-up
Band will be there at 5:30 p.m.
“Heritage” photography contest winners will be revealed
* “Before We Were Yours” book club discussion at Dirty Job Brewing on March 17
at 3:00 p.m.
* Mansfield READS! author event venue capacity is 300 and not 250. Agreed to
increase Eventbrite capacity to 325
5. DIRECTOR OF LIBRARY SERVICES REPORT
Director of Library Services Yolanda Botello provided the update:
* Mansfield READS! related programs are starting.

* Adult Services Librarian Faria Matin is preparing a poster for Texas Library
Association Conference about community engagement.
Content mentions we have 9.6 FTEs
State recommendation is at least 15 FTEs
* Ms. Matin also created a postcard for outreach and community events
* Meeting with city maintenance director to include a deep clean of the restroom tile
in his capital budget
* Reviewed first draft of our Unified Message and “cheat sheet” prepared by Pres.
Quinten
Key categories of library needs are Space, Technology and Staff
Discussed content and captured edits
Bobby Quinten will update the “cheat sheet” based on the feedback and send
it to the Board members via email
* The FY20 budget process is underway. Will submit in April, and first budget
meeting is in May.
Council has appointed a budget committee
Council does not have a say in how to run the budget, but they approve the
budget
Council Member Mike Leyman will be running the committee
They have not announced any guidelines for a zero based budget
House Bill 2 outcome will affect budget talks
It is a requirement that the library increase budget spending each year
* The question was asked if individual groups or entities can raise money for the
library?
The answer is yes
Bobby Quinten shared that we have started looking into starting a foundation
as a means to draw in large donations
* Reviewed “Just One Thing” information
The idea is that you don’t know have to know everything about the library, but
be passionate about one thing that you can tell others
The Board members were encouraged to choose your one thing that you know
about the library
* Discussed the request for a community outreach van
Plano Public Library conducts community engagement with an outreach van
It is a large van, wrapped with logo, built in television, awning, bubble
machine
Public does not enter the van, but it brings services outside of the library
The cost is $90,000 for the customized vehicle
Friends of the Mansfield Public Library approved $10,000 (for each of the next
two years) towards the van
City will be responsible for maintenance and upkeep
There is a good tie-in to Census 2020 and bringing WiFi to help gather census
information
Still working on getting an Outreach librarian position
* Director of Library Services, Yolanda Botello met with Council Member, Mike
Leyman and Deputy City Manager, Shelly Lanners to discuss the concept of a joint
Public and School Library
Before the meeting, Ms. Botello met with the Midlothian library and met with
MISD, as well as contacted other joint libraries in Texas
All joint libraries are rural with populations under 30,000 and are not
accredited
School and Public libraries have the same literacy mission, but their service

communities are distinctly different
It was a productive conversation, and Ms. Botello was able to share
information about library services
To help reach the entire population, we are working on getting library cards for
all students
6. BOARD MEMBER COMMENTS AND ANNOUNCEMENTS
* Per discussion with the group, Pres. Bobby Quinten determined that the Board
will not meet in April as it conflicts with the Mansfield READS! cooking class program
* Ms. Botello will contact the Board if there is something important that needs to
be addressed in April
The next Library Advisory Board meeting is scheduled for May 8, 2019, at 6:00 p.m.

The meeting was adjourned by President Bobby Quinten at 7:18 p.m.
