CALL TO ORDER The meeting was called to order by President Bobby Quinten at 6:01 PM. Board Members Present Bobby Quinten, Cindy Kuster, Suzonne Evans, Althea Chaderton, Maggie Martin, Cindy Gray, Richard Ajenikoko and ex officio Friends President Kathy Allen. City and Library staff present Director of Library Services Yolanda Botello, Director of Community Services Matt Young, Assistant Director of Library Services Faria Matin, Youth Services Librarian Julie Crisafulli, Community Engagement Librarian Lori Eddy. Absent Debra Collins, Emily Bauer 2. APPROVAL OF MINUTES OF JULY MEETING A motion to approve the July 14, 2021 minutes, as written, was made by Maggie Martin, seconded by Althea Chaderton and unanimously approved. 3. CITIZEN COMMENTS None 4. FRIENDS OF THE LIBRARY UPDATE Friends President Kathy Allen shared the following update: The annual Friends Book Sale is scheduled for August 18-20. The sale is open to Friends members only on August 18, followed by the public sale on the 19-20. The sale raised $1250 last year. North Texas Giving Day signs are available for advertising this event. Bobby announced that a total of $10,600 in READS sponsorships has been received. 5. DIRECTOR OF LIBRARY SERVICES REPORT Budget: The library budget process is going fine. The budget will be adopted in September. Board reappointments: The following board members are being recommended for reappointment to another two-year term: Cindy Gray, Bobby Quinten, Debra Collins, and Richard Ajenikoko. A few new people also applied for the library board. Additionally, the Summer Reading program has ended. Reading hours were higher than last year and scavenger hunts and other extra activities were very popular. No programs are planned for August but in-person activities will start again in September. 6. OLD BUSINESS Library Expansion: No time frame has been set the start of construction, but bids will be going out soon. The library is moving forward with a two phase plan: construction and remodel. The CITY OF MANSFIELD Page 1 Mansfield Public Library Advisory Meeting Minutes August 11, 2021 Board Library will close about 4-5 months during the remodel phase. Shelly Lanners has suggested that a temporary location like a store front could be opened with minimal services during the time the library is closed for remodeling. Part of the collection would be in accessible storage for the staff to pull from and part of the collection would be unavailable. The accessible storage would also be available to the consortium. Feasibility Study Update: The steering committee met via Zoom on Aug 2. They looked at the wish list and costs. A discussion followed concerning cuts that are needed to make the final price more reasonable. The feasibility study firm is taking those cuts into consideration and will adjust the cost accordingly. The plan will be presented to city council on Aug 23. If there are concerns from the council members on the steering committee the presentation will be pushed to a later date. A discussion followed. DREAM Delivery Policy: The DREAM Delivery service has been advertised but no one has signed up yet. A question was raised concerning whether another person or caregiver can accept the delivery if the patron is not able to come to the door. The library will be in communication before delivery so items can be given to a caregiver as needed. Cindy Kuster made a motion to adopt the DREAM Delivery Policy. Suzonne Evans seconded the motion which unanimously carried. 7. NEW BUSINESS Request for reconsideration submission: Challenged Material procedures were reviewed. The action item before the board was: Will the board shut off achievement badges for “Other Special” Days, Weeks, & Months (United States) which includes Pride Month, Hispanic Heritage Month, New Year’s Day, Black History Month, Asian Pacific Islander Heritage Month, and Benny’s Birthday (Beanstack mascot) on the Beanstack app? Julie shared that per her discussion with Beanstack, badges can’t be turned off individually, only the entire section can be turned off. An informative and thoughtful discussion of all aspects of the issue followed. Some board members questioned why achievement badges were needed. A question was raised asking if an app counted as a library resource. According to ALA documents, all patrons including children have first amendment rights to have access to all information no matter the platform. The board was also reminded of the public library mission regarding free and equal access to a broad range of information. Maggie Martin made a motion for the board not to remove achievement badges from the Beanstack App. The motion was seconded by Althea Chaderton and unanimously approved by the board. In Yolanda’s explanation to the patron, it will be included that the decision was based on the Mansfield Public Library mission and the ALA Bill of Rights. 8. BOARD MEMBER COMMENTS AND ANNOUNCEMENTS Yolie announced that Founders Day will be held on Saturday, August 28, 2021 from 10:00 AM to 4:00 PM at the Man House Museum. The next board meeting is September 8, 2021 at 6:00 PM. 9. ADJOURN The meeting was adjourned by President Bobby Quinten at 7:48 PM.
