CALL TO ORDER The meeting was called to order by President Bobby Quinten at 6:04 PM. Board Members Present: Bobby Quinten, Debra Collins, Cindy Gray, Althea Chaderton, Maggie Martin, Richard Ajenikoko. Board Members Absent: Suzonne Evans, Emily Duran, Cindy Kuster and ex officio Friends President Kathy Allen. Library Staff Present: Director of Library Services Yolanda Botello, Assistant Director of Library Services Faria Matin, Youth Services Librarian Julie Crisafulli, Community Engagement Librarian Lori Eddy and Administrative Assistant Blacey Bailey. Citizen Present: None 2. APPROVAL OF MINUTES OF SEPTEMBER MEETING A motion to approve the September 8, 2021 minutes, as written was made by Debra Collins and was seconded by Richard Ajenikoko. The minutes were unanimously approved. 3. CITIZEN COMMENTS None 4. FRIENDS OF THE LIBRARY UPDATE Debra and Althea shared the following information. The Mansfield Reads program was very successful. Many positive comments were received. Everything went well despite a few unforeseen challenges. The High School presentation was very well done. The Friends are in good financial shape due to the kick-off event and various fundraisers. The Friends added a new officer, Corresponding Secretary. Althea Chaderton will hold that position. Bobby has stepped down from his position as vice-president and that position has not yet been filled. The story stroll event is being held on December 11 from 9:00 AM-12:00 PM at Town Park. Volunteers are needed to help set up before the event and clean up afterward. A sign-up sheet was circulated. Tickets are being sold at 15 minute intervals to help with crowd control. The Friends will also be helping with home town holidays, December 3 and 4. 5. DIRECTOR OF LIBRARY SERVICES REPORT CITY OF MANSFIELD Page 1 Mansfield Public Library Advisory Meeting Minutes November 10, 2021 Board Since the last meeting in September, the library has filled the library clerk position and extended a conditional offer for the Tech Services position pending the outcome of background checks. The library staff is working hard on holiday programs and the story stroll fundraiser. The Library will be closed during the holiday season: November 25-27, December 24-27 and December 31-January 1. 6. OLD BUSINESS Library expansion: The library has accepted a bid with contractor RJM, and will have a pre-construction meeting next week to discuss the project. The contractor’s timeline currently shows Phase 1 taking up the majority of the time period and Phase 2 taking only 10 weeks. The library will reassess the need to relocate to a temporary location and seek alternative ways to provide services during the projected closure. The contractor’s timeline shows site work starting by the end of November. Materials will be ordered now and stored in order to avoid delivery delays. Feasibility study update: The presentation the architects made to city council went very well. The feasibility study committee met to see different building designs, discuss the pro forma and the cost recovery rates. The city has 8 different bond projects under consideration. The citizen bond committee has been meeting for several months to assess the various projects and will recommend to council the ones that they advise. The bond committee supports the Multi-Generational Facility. City Council has the final say on which bonds are approved. Library Board By-Laws: Cindy Kuster helped to incorporate new formatting into the by-laws. There may be a change in the future for the board. During the council meeting in October, a decision was made to have a 6 year Term Limit for all city boards. Council is in the process of drafting the measure and is discussing it with city lawyers. This would cause a change in the Library Board By-Laws. The council did not ask the city boards for any input. Staff is currently waiting on direction. 7. NEW BUSINESS Election of Officers: Debra Collins made a motion to reelect current officers for another year. Maggie Martin seconded the motion. The following board members were re-elected: President: Bobby Quinten Vice president: Cindy Kuster Secretary: Cindy Gray 8. BOARD MEMBER COMMENTS AND ANNOUNCEMENTS The Friends won gift cards for the best overall table decoration. The board was reminded to complete their TLA membership.
