MONDAY, SEPTEMBER 26, 2016
6:30 PM
1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Sherry Roth, Don Hofstad, and Will Lambert.
Others Present: Daniel Trapp, Gretta Becay, Joe Adams and Cami Reber.

4. Consent Agenda – Motion made by Member Blair, second by Member Hofstad to approve the
consent agenda as follows:
a) City Council Meeting Minute’s September 12, 2016
b) Warrant List September 26, 2016
c) Dodge County Commissioners Meeting Agenda
Motion passed unanimously.

7. Old Business/New Business
a) Drainage 510 Chestnut Street – Jim Potter
(Due to problems with the recording, the first portion of this meeting is missing. Discussion
starts midway between Joe Adams, Public Works, giving an update on the problem.) During
the last rain event, the area was watched closely and Member Hofstad noted that he had
driven past there and there was not any water going across the road. Joe noted that if there
are any further issues, Mr. Potter can get a hold of Tim to have a meeting with him.
b) Tabled – Final Draft Ordinance 01-2016 Amending Section 150.025 of City Zoning
Code
Motion made by Member Blair, second by Member Roth to pull from the table Ordinance 01-
2016 Amending the zoning code 150.025. Motion passed unanimously.
Council discussed the final draft. Motion made by Member Blair, second by Member Roth to
approve Ordinance 01-2016 amending section 150.025 of the Mantorville City Zoning Code
as presented. Motion passed unanimously.
c) Tabled Ordinance 03-2016 Amending Section 150.071 of the City Zoning Code – pulled
d) Solar Stone Solar Garden Subscription
Council Members discussed how they want to proceed on the Solar Stone Subscription. The
legal teal indicated that if it is something we want to pursue, he will look in finer detail at it.
They would be locked in for 25 years. Member Blair noted how it does sound one sided and
the hurry of it seems wrong. Just because everyone else is doing it, doesn’t mean we have to.
This does give us another option to choose but we are still locked in and that isn’t much of a
choice. What stops them from raising rates to whatever they want?
Member Roth agrees with Henry and is concerned with the 25 year commitment. Hofstad
noted that he agrees with what everyone is saying. Mayor Bradford doesn’t like that there is
no option to broker back any unused energy; we can’t sell what energy we don’t use, there’s
no incentive there to save energy. Member Blair noted he is not against considering stuff.
Member Lambert noted it seems to be a rush to the line. What is the pay back turn around?
If its 10 years, why the 25 year contract? Mayor Bradford noted he would rather see an 8
year contract.
e) Health Insurance Renewal 2017
Cami discussed the Health Insurance Renewal option that she has been working on with the
SE Service Coop. Under the current plan, there would be no change in the rates but this plan
is a pretty rich Cadillac plan. The plan she is presenting significantly decreases the rates and
an HSA is implemented. The rates would drop down to $622 a month, from ($1,095) and the
City would contribute one half of the deductible, ($1,300) which would then go into an HSA.
Member Roth noted that this is a sign of the times and where more employers are going,
especially government employees.
Motion made by Member Roth, second by Member Hofstad to opt for the renewal plan that
has been presented with an HSA for the contributions the City makes. Motion passed
unanimously.
f) 2017 Preliminary Budget
The Mayor presented the preliminary budget. What is presented is based upon a 7% levy
increase but does not include the new health plan numbers. He noted the increase in the
taxable market value of property increased enough that at 7%, it keeps the City rate the same
at 70%. He asked how members would like to proceed. Member Blair noted that with the
funding in the air for sewer project, street projects we need and possible other projects, we
should stay at the 7% until we work through it, we can always come down and he anticipates
we will. He also noted the emerald ash bore that can keeps things interesting. Mayor
Bradford asked if there was anything in the budget that has caught anyone’s eye tonight.
Discussion on various line items in the budget took place. No further changes were made.
g) Resolution 2016-13 A RESOLUTION ADOPTING THE PROPOSED PROPERTY TAX LEVY
COLLECTIBLE IN THE YEAR 2017
Motion made by Member Blair, second by Member Roth to approve Resolution 2016-13 A
RESOLUTION ADOPTING THE PROPOSED LEVY FOR THE YEAR 2017 AT $457,132. Motion
passed unanimously.

a) Public Works Report
Lopez Property Drainage– Joe talked about the drainage problem there after the road
project. The plan is to work across the street to fix the problem. The proposed cost is
$900. Motion made by Member Roth, second by Member Lambert to approve staff to
move ahead with the fix. Motion passed unanimously.
8th/West the asphalt is coming up bad there, Tim getting a price.
Manholes sticking up that need to be lowered – Tim getting a price on.
Tires shot on the red work truck. Motion made by Member Lambert, second by
Member Hofstad to approve $512 for new tires. Motion passed unanimously.
No big problems with the flood
Finished grading roads today, shouldn’t have to haul any rock in
Last week on 7th and Blanch, the main on the north side of the road was hit. Nothing
noted in the plans, they located the south side of the road. Had we known it was
there, it would have been located. No record of it.
Does the City have a problem with Stagecoach not getting done this year? It has been
pushed out until spring. No date set on 5th Street and when that will be done.
b) City Clerk Report
Update on the Final Plat of the Mantorwoods West Subd.
Waiting on permit approval from the MPCA
Attending a meeting on a county wide housing study
EAB meeting on October 3 at the KM Community Ed Building
Request for interest in submitting an AD in the KM Drama Club play book. Council
agreed unanimously.
Update on the SRTS Planning Grant Meeting to take place at the end of the month.
c) Consultant Report – none
d) Committee Report
Fire Department – Member Hofstad gave an update on the evacuation of the
Rendezvous event.
MRA – Member Lambert updated on the brown out mishap at the Opera House
which had caused two of their mixing boards to go out.
Township – Cami reported that she will be attending the October Township Meeting
to present the Annexation Resolution.
e) Council Member Report
Member Hofstad – gave an update on his attendance at the courthouse dedication last week.
He was very glad to attend it.

f) Mayor Report – Mayor Bradford updated everyone on his tour of the courthouse and how
he got to see the upgraded 911 ops center and things going on with that, he did watch the
flooding and noted to contact the City if any trees are down or there are problems with
streets as a result of the flooding. The City has received a few concerns that have been
brought to our attention.
Motion made by Member Blair, second by Member Hofstad to close the regular session and go
into closed session at 7:21 pm. Motion passed unanimously.
Motion made by Member Lambert , second by Member Hofstad to close the closed session and
open back up the regular session at 7:29 pm. Motion passed unanimously.
9. Executive Session
a) Staff Evaluation – Joe Adams
Public Works Street Worker Joe Adams was given his 1 year review. Motion made by
Member Blair, second by Member Roth to approve an increase of .50 per hour prorated back
to August 30. Motion passed unanimously.
10. Adjourn – Motion made by Member Roth, second by Lambert to adjourn at 7:31 pm. Motion
passed unanimously.
