MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, MAY 22, 2017 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Henry Blair, Will Lambert and Ryan Christensen Others Present; Curt and Peg Dubbels, Gretta Becay, City Engineer Tim Hruska – WHKS, Scott Larsen and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda - None 4. Consent Agenda – Motion made by Member Christensen, second by Member Lambert to approve the consent agenda as follows: a) City Council Meeting Minute’s May 8, 2017 b) City Council Special Meeting Minutes April 24, 2017 c) Warrant List May 22, 2017 d) Dodge County Commissioners Meeting Agenda May 23, 2017 Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing - None 7. Old Business/New Business a) 10th Street Water Line and Street Project City Engineer Tim Hruska addressed the Council on the 10th Street Water Line and Street Project. The plans are prepared for the water main extension. The plan is to extend the water main up along Blanch Street (Blanch Alley which is a 20’ alley) and then along 10th Street as a water main loop for the Mantor Woods West Subdivision. We are upgrading from a 2” water line that serves those homes to an 8” and then looping in under the highway. Tim is requesting authorization to advertise the project and solicit bids to bring back to the Council at the 2nd meeting in June. The project would entail open cut trenching except for directional drilled under the highway. Replace the road in kind on Blanch Street, widening out the pavement to the existing gravel width and curb and gutter on 10th Street. Residents Curt and Peg Dubbels, whose property abuts the project, asked for clarification on where they would come in from, start from, etc. Also on the widening of 10th Street. They agreed it sounded pretty straight forward. Motion made by Member Lambert second by Member Blair to authorize soliciting for bids. Motion passed unanimously. b) Pay Request #3 – Kuechle Underground The Council was presented with the 3rd pay request to Kuechle Underground for the WW Project. Tim clarified that this does not include 251st Avenue work as it hasn’t been completed yet but they are working on that in the next couple of weeks. After that is completed, they will begin work across the highway and then across the river. Target date to be done is the end of July. Motion made by Member Blair, second by Member Christensen to approve Pay Request #3 for a total of $248,816 to Kuechle Construction. Motion passed unanimously. c) Decommission of WWTP City Engineer Tim Hruska explained to the Council that he received a letter on April 25 from the MPCA noting that we need to lay out the plans for the decommission project. He presented the Professional Service Agreement to evaluate and put together the plan for the decommissioning of the WWTP. Motion by Member Blair, second by Member Lambert to approve the PSA to evaluate the decommissioning of the WWTP for up to $35,000 with WHKS. Motion passed unanimously. d) Tabled J. Johnson Vacation Request Cami noted that she spoke with the City Attorney and the only thing that was brought up was any possible need of keeping a utility easement along the alley way, otherwise it is up to the City Council to determine. Motion made by Member Lambert, second by Member Blair to remove from the table the previously tabled vacation request. Motion passed unanimously. Mayor Bradford noted that the one caveat for consideration is that if we do go ahead with the vacation as requested, it kind of closes the door on any further potential lots that could be on that land. It’s easier to keep a platted road then it is to plat new ones. Member Blair noted that where the platted road of 10th Street is, is a dead end road now because the rest of it is vacated. We still maintain an access on platted Blanch Street, on the West side and that’s as developable as 10th Street, so there is still the potential for access for those individual lots between East Street and Blanch Street, and we maintain utilities which keeps our options open. He doesn’t feel that 10th Street changes anything for access and development. No other comments were made. Motion made by Member Blair, second by Member Christensen to direct staff to move forward to vacate 10th street between East Street and Blanch Street and the alley between currently vacated 9th street and 10th street and maintaining a utility easement in the existing alley up through lots 1-4, and 7-10. Mayor Bradford reminded everyone that this is to move forward with the public hearing to vacate. Motion passed unanimously. e) 4th Street/Clay Street Traffic Control Council discussed this intersection by Riverside Park. There is currently only one yield sign on the West end. There is concern that no one knows what to do when they get to that intersection. Member Lambert suggested putting up a yield sign on the east side. Tim Hruska spoke about the use of unwarranted signs. Council Members discussed further. Tim suggested putting in a traffic calming device if a road project is done in the future in that area. Council did not request any further activity in this intersection. f) 2017 Road Maintenance/Repair Projects Tim spoke about the CIP plan on Streets in 2007; would like to go back and revisit this, make addition and corrections to the mill and overlay schedule; revisit it and bring it forward to Council before we start to bring back patching needed. Things we can maintain and live with if we are going to be doing something in the next few years. Do this before we can make a recommendation on street maintenance items. End of July so we can have a late summer retreat. g) Fireworks Application Approval – Marigold Days Member Lambert presented the request for the Fireworks during Marigold Days. It is the same set up for fireworks as in past years. Motion made by Member Christensen, second by Member Blair to approve the Application for fireworks contingent on the City receiving the Certificate of insurance. Motion passed unanimously. 8. TBD a) Public Works Report – Scott reported on the following:  Retention pond across from Mantor Field – request to get rid of the cat tails, $60 to do this, Scott and Joe can do; Scott is to talk to Mark Gamm on this before doing it due to potential wetland issues.  Scott noted some items to sell, will bring back the list to Council to consider.  Scott asked about interest to vacating Bluff Street off of 5th Street. Member Blair noted that the road, once vacated, would actually go to the two abutting land owners, not the current one at the top of Bluff Street that actually needs to access it.  Scott will be gone June 9 for a week. b) City Clerk Report – Cami reported on the following:  Patti gone week of June 9th  CUP request coming next council  Reviewing draft city code supplement  Met with Auditor and Finance; City Audit to be presented on June 26.  Discussed a resident that lives on Chestnut who is requesting to use the field behind his house for parking. Scott to work with the resident on this.  Reported that the claim was denied by the League on the damage done to their home from a boulevard tree.  Property complaint notices being sent out.  Reported on building permits and campground reservations. c) Consultant Report – None d) Committee Report  Chamber – Mayor Bradford noted it is ok for them to use the City brand.  MRA – Spring Fling things went reasonable well even though the rain, e) Council Member Report – None f) Mayor Report – Mayor Bradford received a thank you letter from the Secretary of State; will get flags up this week; our flags were at half staff due to law enforcement week. 9. Executive Session - None 10. Adjourn – Motion made by Member Christensen Ryan, second by Member Lambert to adjourn the meeting at 7:41 pm. Motion passed unanimously.
