MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, JANUARY 22, 2018 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Henry Blair, Ryan Christensen, Will Lambert, and Don Hofstad. Others Present: Gretta Becay, City Engineer Tim Hruska, Scott Larsen and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda  Table items 7a and 7b until the February 12, 2018 meeting.  Add 7f. WW Decommissioning Bids.  Add 7g. Replacement of the PW truck. 4. Consent Agenda – Motion made by Member Blair, second by Member Lambert to approve the consent agenda as follows: a) City Council Meeting Minute’s January 8, 2018 b) Warrant List January 22, 2018 c) Dodge County Local Board of Appeal and Equalization Meeting Dates  City of Mantorville Monday, April 9, 2018 at 6:00 pm Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing - None 7. Old Business/New Business a) Road Closure Request May 27, 2018– Elena Pappas Tabled until February 12, 2018. b) Toward Zero Deaths Presentation – Jessica Schleck, DC TZD Coordinator Tabled until February 12, 2018. c) 2018 Dog Impound Fees – KM Regional Vet Clinic Motion made by Member Lambert, second by Member Blair to approve the fee schedule with changes to the impound fees as submitted by KM Regional Vet Clinic. d) Education/Training Approvals Motion made by Member Blair, second by Member Hofstad to approve the training as requested below.  Ryan Christensen – Experienced Officials Conference  Patti Chilson – Year 2 Clerks Institute Motion passed unanimously with Member Christensen abstaining. e) RESOLUTION 2018-03 A RESOLUTION ACCEPTING A DONATION TO THE CITY Motion made by Member Blair, second by Member Hofstad to approve RESOLUTION 2018-03 A RESOLUTION ACCEPTING A DONATION TO THE CITY. The City received a donation from KMBA for $1,500 to be used towards new bases and other items for Mantor Field and Dennison Field. Motion passed unanimously. f) WW Decommission Bid City Engineer, Tim Hruska, presented the bids for the WW Decommission project. Bid opening was January 17 and we received 6 bids. We also need to get the last 2’ of sludge removed from the tanks and land applied. We received quotes on that. Low bid on the WW Decommission was submitted by Frasier Construction in the amount of $79,284.00. Low quote for the sludge removal and land application was submitted by Goliath Hydro-Vac Inc. in the amount of $9,500. Tim is recommending that we move forward with Frasier Construction for the Decommission and Goliath Hydro-Vac for the sludge removal. Motion made by Member Lambert, second by Member Christensen to approve the letting of the contracts for the sludge removal and Waste Water Decommissioning as recommended by our City Engineer. Motion passed unanimously. g) New Public Works Utility Truck Mayor Bradford discussed the plan to replace the red Public Works truck. We did not put the expense in the budget but we did discuss paying for it by utilizing the cost over several of the funds. He is bringing it up for discussion due to the current condition of the red truck. The low quote received for a 2-door long box – utility box is for $35,923. The logo will have to put on which is not included in the cost but we have that in another section of the budget. After discussion, motion was made by Member Blair, second by Member Hofstad to move forward with replacing the Public Works Utility truck and spread the cost by taking 10 from water ($10,000), 10 from sewer ($10,000), 10 from CIP ($10,000) and 5 from campground fund ($5,000). Motion passed unanimously. 8. TBD a) Public Works Report – Scott reported on the following:  Is planning to find out what it would cost and what are the pluses and negatives of salt vs. sand on these roads – going to check into it. b) City Clerk Report – Cami reported on the following:  Noted to Council the date for the Appeal and Equalization Meeting for Mantorville. It is April 9, 2018 from 6:00 – 6:30 pm. Council members discussed who is a certified member and how to get more available in case Henry is not able to attend. Cami is to send the link to all Council Members for the online training. c) Consultant Report – None d) Committee Report  Infrastructure/Planning – Member Christensen reported on the Fire Department remodel plan meeting. They are reviewing options right now. The next one is scheduled for February 1 at 6:00 pm.  MRA – Member Lambert reported that the MRA made a generous donation to Stage Coach Days.  Park Board – looking at the trail development and once Park Board has a better handle on it, the plans will be brought to the City Council for their review and approval. e) Council Member Report  Member Christensen – he will be attending the official’s conference this week. f) Mayor Report - None 9. Executive Session - None 10. Adjourn – Motion made by Member Blair, second by Member Christensen to adjourn the meeting at 7:00 pm. Motion passed unanimously.
