MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, FEBRUARY 26, 2018 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Don Hofstad, Will Lambert, and Ryan Christensen Others Present: Dan Trapp, Gretta Becay, DCSO Deputy Steph French, Patti Chilson, Joe Adams and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda Cami noted that she handed out the summary publication notice for the paper of Ordinance 01- 2018, the Right of Way Ordinance and it should be approved along with the final ordinance they have. 4. Consent Agenda – Motion made by Member Hofstad, second by Member Lambert to approve the consent agenda as follows: a) City Council Meeting Minute’s February 12, 2018 b) Warrant List February 26, 2018 c) SE MN Together Region wide Convening Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing – None 7. Old Business/New Business a) Tabled Lifetime Dog Tag Program Patti Chilson presented the additional information that the Council requested from the last meeting. The company has been in service for 8 years and they currently are involved in 40 cities. You are looking at a 6-8 week delivery time. She explained how much that Kasson enjoys them and that they are selling them for $25 apiece. Council Members discussed. Member Christensen noted that he doesn’t want to see us spend so much and then be stuck with them for so many years. Member Hofstad noted that he has heard good things about the tags and the deputies would find it very useful when they can just scan the tag. Motion by Member Hofstad, second by Member Christensen to approve moving forward with the lifetime Dog tag purchase. Member Christensen noted that he would like to set up a plan, once we are in the black, on how we are going to spend the dollars. Motion passed unanimously. b) Rip Rap at Canoe Launch Joe Adams presented two bids to the Council for the Rip Rap at Canoe Launch project. DeCook came in at $9,750 and Greatland Construction came in at $7,000. Member Christensen asked if there was a big difference in the two. Joe noted no difference. He has worked with DeCook with no problems but also hasn’t heard of any bad things about Greatland. It will be June when they can be here. The money to pay this will come out of the Storm Sewer Fund. Motion made by Member Christensen, second by Member Hofstad to approve Greatland Construction for the Rip Rap at Canoe Launch Project for their bid of $7,000. Motion passed unanimously. c) Tree Removal Request Joe requested removal of some trees at the last Council meeting and was directed to bring back the quotes. (Two at 701 West Street and one at 21 8th Street East). Due to timing and the tree company being in here earlier today to take another previously approved tree, Cami asked the finance committee for permission to move forward prior to the Council Meeting. They granted it. Motion made by Member Hofstad, second by Member Christensen to approve the payment of $1,500 to Olson Tree Service for removal of three trees. Motion passed unanimously. d) Campground Bathroom Project Council members discussed the campground bathroom project and the quotes submitted by the draftsman Joe received. Cami explained the need to have the ADA accessibility to the building as a code requirement and we will also need to decide how getting to and from there will also be ADA accessible. It may be in our best interest to have an architect to take care of the project from start to finish. Member Hofstad suggested having the Infrastructure Committee sit down with each person that submitted a quote to get a better understanding of what is involved in the price tag and bring back the information to the Council for further review and consideration. They agreed that we do need to include the ADA accessibility on the outside. This will be brought back at a later date. e) Highway 57 Bridge Lights Joe discussed the bridge light globes that need to be replaced and how they are no longer available. We can go with a different style which are a little bigger and put those four on the ends and keep the reaming ones as is. Or we can just order an additional 12 to match the 4 that are already on order. The cost for the globes are $150 each for a total of $1,800. Council discussed. Motion made by Member Lambert, second by Member Hofstad to approve the purchase of 12 bridge light globes to match the 4 that are already on order for a cost of $1,800. Motion passed unanimously. f) Mantor Field Bathroom Updates Mayor Bradford explained that the Joint Ventures offered to cover the electrical installation part for the upgrades to the Mantor Field bathrooms which is $1,000 of the $2,150 leaving the City to cover the remaining $1,150. Motion made by Member Lambert, second by Member Hofstad to authorize the expense of the remainder of the fitting of the Mantor Field bathrooms - $1,150. Motion passed unanimously. Member Lambert noted that this is in the Park Board budget. g) AWWA SE District School – Training Approval for Scott and Joe Motion made by Member Hofstad, second by Member Christensen to approve the AWWA – water school training for Scott and Joe. Cami noted that we do have training dollars available in the water budget. Motion passed unanimously. h) Final Draft Ordinance 01-2018 Amendment to Chapter 93 of the Code of Ordinances Regarding Streets and Sidewalks (Right of Way) Motion made by Member Hofstad, second by Member Christensen to approve Ordinance 01- 2018 Amendment to Chapter 93 of the Code of Ordinances Regarding Streets and Sidewalks (Right of Way). Motion passed unanimously. i) Computer Backup Program Motion made by Member Christensen, second by Member Lambert to approve the computer backup program for $800. Motion passed unanimously. 8. TBD a) Public Works Report – Joe reported on the following items;  The lawn mower should be here in a couple of weeks.  The street sweeper attachment should be here in 4-6 weeks.  The exit lights have been installed at the Shop and he is still looking for the glow in the dark ones that Member Blair brought up.  He is waiting to meet up with Tim on the curb stop for shop from DeCook.  Looking for the Komet blue fence caps for the fencing.  We had a water main break behind the 1st congressional church and SL was called in and fixed it.  We are working on the tree trimming.  The plow truck had an antifreeze leak which cost us $642.71.  Dog agility course equipment should be here about the first of March and when the weather permits, it will put in.  He will be representing the City of Mantorville at a Community Ed meeting about trees on March 5th at the Community Ed room at KM School. b) City Clerk Report – Cami reported on the following:  The Fire Department has submitted several grants for things with the latest one being the AFG grant for new SCBA’s in the amount of $161,500. Rog Nolte does a great job submitting these for the Fire Department.  Repairs to the pumper truck clutch (Hofstad clarified its Tanker 1) - $3,500.  Working with Mediacom and our Attorneys on the franchise agreement.  Working with AT&T on issuing the building permit – just waiting on the check.  Staff meeting tomorrow morning at 9:00 am. c) Consultant Report – None d) Committee Report  Fire Department – Member Hofstad reported on the tanker 1 repairs.  KM Joint Powers – discussion on the lighting, they submitted a list of projects completed over the years. Members discussed the budgeted additional dollars and additional information requested on the lighting project. Cami is to request the meeting minutes where the lighting was discussed and this item should be on the next council agenda to approve the payment to the Joint Ventures.  Park Board – Will noted that the PB has in their budget a boulevard tree replacement program – City would match up to $100 per tree, up to $200 per household. They are no longer to be placed in the right of way and we need to come up with a policy. Council agreed to move forward with that and put it on the next Council agenda. e) Council Member Report – None f) Mayor Report - Mayor Bradford is planning on attending the MMA – MN Mayors annual conference next month. If you have some ideas that you would like to get input on from other cities, send it to Chuck to take to the meeting and he will get feedback. A reminder to all to be careful on the ice as it is thinning and to keep vehicles off the road when plowing. 9. Executive Session - None 10.
