MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, MAY 14, 2018 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Henry Blair, Will Lambert and Ryan Christensen. Others Present: Dan Trapp, Jason Boynton, Gretta Becay, Joe Adams and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda  Remove item 7b.  Add – Street Closures for Stage Coach Days 4. Consent Agenda – Motion made by Member Christensen, second by Member Blair to approve the consent agenda as follows: a) City Council Meeting Minute’s April 23, 2018 b) Warrant List May 4, 2014 and May 14, 2018 c) 2018 LBAE Summary d) Dodge County Sheriff April Call Report for Mantorville Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing – None 7. Old Business/New Business a) 2017 City Audit Presentation – Jason Boynton, Smith Schafer & Associates City Auditor, Jason Boynton of Smith Schafer & Associates, presented the 2017 City Audit to the Council. An unmodified opinion was presented. Motion made by Member Lambert, second by Member Christensen to approve the 2017 City Audit as presented. Motion passed unanimously. b) Koreen Seim – Saloon Summer Events – Pulled. c) Park Board Items  ZWP Funds – Member Lambert updated the council on the additional funds available from the Zumbro Watershed Project; in the $4,000 - $5,000 amount. Due to no further contact from Casey’s management regarding the path, the Park Board is recommending those supplemental funds be spent on 2 metal picnic tables, 2 trash arounds, and additional trees for Riverside Park. Motion made by Member Blair, second by Member Christensen to approve as presented and not to exceed the funds available. Motion passed unanimously.  Campground Site Expansion – Discussion on expanding the footprint of the West Side campground spots by adding additional gravel to expand the sites appropriately. Motion made by Member Lambert, second by Member Blair to approve as presented. Motion passed unanimously. Member Lambert noted getting new swings ordered for the Park to help make up the difference in funds being granted by the ZWP program.  Campground Bathroom Project – Member Lambert, on behalf of the Park Board, is making the recommendation to move forward with the plans and development for the Campground Bathroom Project as submitted by OWA Architects in an amount not to exceed $10,000. Motion made by Member Lambert, second by Member Blair to approve as presented. Motion passed unanimously.  Tree Removal – There is a Cottonwood by the Dam that is rotting, and a tall ash by the covered bridge to be removed for a total cost of $1,780. Motion made by Member Lambert, second by Member Christensen to approve as presented. Motion passed unanimously.  Tree City Certification – Joe presented information on the City becoming Tree City USA certified. The Park Board is recommending we move forward with the designation. There is no cost to the City. Motion made by Member Christensen, second by Member Blair to move forward with the tree City process. Motion passed unanimously. d) Final Draft Dog Ordinance – Approval to Proceed There were no further changes requested to the final draft of the dog ordinance. It is the consensus of the Council to move forward with the posting requirement before the next City Council meeting. e) Fraser Construction Pay Request 1 Joe Adams gave an update on the project; the sludge is all gone and demo to begin on Wednesday. Motion made by Member Lambert, second by Member Christensen to pay Fraser Construction Pay Request 1 in the amount of $10,906.00. Motion passed unanimously. f) Well No 02 Repairs Cami explained that they had EH Renner review the quote they had given us last summer for the repairs to Well No 2 and they came back just a little higher at $28,852. The amount budgeted for is $27,000. Motion made by Member Blair, second by Member Lambert to proceed with the repairs to Well No 2. Motion passed unanimously. g) Hot Spot for Fire Department Mayor Bradford explained that the Fire Department is requesting the purchase of a Hot Spot for the active 911 application which will allow real time updates on the emergency scenes. Motion made by Member Blair, second by Member Christensen to approve the request. IT will be about $30 per month through Verizon. Motion passed unanimously. h) Street Closures – Member Lambert presented the following Street closure requests for the 2018 Stage Coach Days:  Clay street from 3rd street to 5th Street on June 30 and July 1;  MRA will be celebrating their 100th anniversary of the Opera House and will be bringing in a large tent and tables. Request the closing starting on June 30 for 5th Street West from the alley to Clay Street starting on Friday, all day Saturday and Sunday until tent is removed on Monday. Also request the use of City barricades. Motion made by Member Blair, second by Member Christensen to approve the closures as presented. Motion passed unanimously. 8. TBD a) Public Works Report – Joe reported on the following: Brush pickup this week, the fence caps were put on in Mantor Field, the garbage cans are all out, the Mantor bathrooms Project is to start soon, the I/I projects to start this week, he finished getting the Blueprints to Rochester and all down loaded on a CD for $144 and next week is hydrant flushing. b) City Clerk Report – Cami reported on the following: gave a reminder on the next meeting being held on Wednesday, May 30, They are having CPR training on Wednesday this week at 8:30 am if anyone is interested, the EDA has agreed to move forward with paying a share of the consultant fee for the Zumbro Water Trail grant consultant, gave an update on the MN Dot meeting, update on the Township paving project, and will be rescheduling the staff meeting. c) Consultant Report – none d) Committee Report  Chamber – Member Lambert reminded everyone that it is Spring Fling week and 10:30 am Saturday morning is the ribbon cutting at the dog park;  MRA – Member Lambert noted that their focus is on getting properties ready for the Tourist Season and getting the Opera House ready for the 100th anniversary. e) Council Member Report Member Christensen – made note of the new lights up at the KM fields and nice to see everyone out doing yard maintenance. f) Mayor Report Mayor Bradford attended the MN Mayors Association Conference and gave some highlights of the conference. 9. Executive Session - None 10. Adjourn – Motion made by Member Christensen, second by Member Blair to adjourn the meeting at 7:36 pm. Motion passed unanimously.
