MANTORVILLE CITY COUNCIL MEETING MINUTES
MONDAY, JUNE 11, 2018
6:30 PM
1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Will Lambert, Ryan Christensen and Don Hofstad.
Others Present: Red Essig – Essig Insurance Agent, Anthony Hofstad, Gretta Becay, Scott Larsen
and Cami Reber.

3. Additions/Deletions to Agenda - None
4. Consent Agenda – Motion made by Member Christensen, second by Member Lambert to approve
the consent agenda as follows:
a) City Council Meeting Minute’s May 30, 2018
b) Warrant List June 11, 2018
c) May Sheriffs Call Report for Mantorville
Motion passed unanimously.

7. Old Business/New Business
a) 2018/2019 LMCIT Property Casualty Renewal
Red Essig, Essig Agency and City Insurance Consultant, presented the Council with the
2018/2019 Property and Casualty Insurance renewal. Member Hofstad asked about the no
fault sewer backup insurance and if it would be beneficial to us. Red commented that his
experience has been that it isnt worth jumping through all the hoops you have to do and
come out ahead. Red touched base on the dividend program with the League of MN Cities
Insurance Trust and noted that the city typically gets some sort of dividend each year. The
City’s renewal for 2018/2019 is $16,789 which is down from last years $18,287. Motion
made by Member Lambert, second by Member Christensen to accept the proposal. Motion
passed unanimously.
b) 2018 Saloon Events
Cami presented the request from Koreen Seim on their planned events during Stage Coach
Days at the Mantorville Saloon. They want to put up a tent as they have done in the past
during Marigold Days. Friday night, they are planning purse bingo and Saturday night they
are planning Hair Metal Radio from 8:30 pm – 12:30 am. Everything would be the same as in
the past for other events. They are not requesting any street closures. Motion made by
Member Hofstad, second by Member Christensen to approve the 2018 SCD events as
requested by the Mantorville Saloon. Motion passed unanimously.
c) Resolution 2018-08 Reimbursement Resolution
Cami explained that this is a resolution that would allow us to reimburse ourselves for
dollars spent on projects that we may decide to bond for. Motion made by Member Blair,
second by Member Hofstad to approve RESOLUTION 2018-08 RESOLUTION ESTABLISHING
PROCEDURES RELATING TO COMPLIANCE WITH REIMBURSEMENT BOND REGULATIONS
UNDER THE INTERNAL REVENUE CODE. Motion passed unanimously.
d) Resolution 2018-09 Donation Resolution
The Mantorville Fire Department has received a second donation, this one is from the VFW.
Fire Chief JJ Williams noted that the plan is to use the donation money towards the purchase
of a second AED unit for placement in another FD vehicle in case the rescue rig is called out
to another call. Motion made by Member Blair, second by Member Lambert to approve
RESOLUTION 2018-09 A RESOLUTION ACCEPTING A DONATION TO THE MANTORVILLE
FIRE DEPARTMENT. Motion passed unanimously.
e) Pay Request 2 – Quam Construction – 10th Street Project
Motion made by Member Blair, second by Member Hofstad to approve Pay Request 2 to
Quam Construction for $5,289.12 towards the 10th Street Project. Motion passed
unanimously.
f) Pay Request 2 – Fraser Construction – WW Decommission Project
Motion made by Member Hofstad, second by Member Lambert to approve Pay Request 2 to
Fraser Construction in the amount of $42,478.72 for the WWTF Decommission Project.
Motion passed unanimously.
g) Goliath Hydro Vac, Inc. Payment
Motion made by Member Hofstad, second by Member Lambert to approve the payment to
Goliath Hydro-Vac, Inc in the amount of $15,760.50 for the biosolids removal at the WWTF.
The original bid price was $9,500 however, due to the weather and timing of things, the
solids could not be land applied and had to be hauled away and disposed of elsewhere which
is the reason for the increase. Motion passed unanimously.
8. TBD
a) Public Works Report – Scott reported on the following:
Tree on Goat Island went down over the weekend.
The number 2 well was pulled on Tuesday of last week and put back in on Friday.
This hadn’t been done since 1996 and he believes the cost is coming in lower than
previously expected.
SL is still working around town.
The fence is up at treatment plant – a very good job was done by Fraser and Goliath.
Planning to get the banner up this week for SCD.
The Red Truck is all cleaned out. He asked the Council if we should have it detailed.
Mayor Bradford noted just to clean it up. Cami explained that if Council approves,
she could work with Scott to write up something for the paper for posting sale of it.
She can time it out so that the Council can approve bids at the July 9 meeting. Motion
made by Member Lambert, second by Member Hofstad to move forward with the sale
of the red public works truck as presented. Motion passed unanimously.
Scott noted that he would be off next week.
b) City Clerk Report – Cami reported on the following:
5th Street East, Phase 2 bids went out – they will be accepted until 11 am on June 28.
The MN Dot ADA Field Walk is scheduled for August 20 starting at 9:30 am.
The Annual CCR Report has been submitted for publication. This is the annual water
report that we are required to publish.
SEMLM Meeting on July 31 in Kellogg
c) Consultant Report – None
d) Committee Report
Chamber –Member Hofstad reported that they met last Wednesday morning and
discussed SCD.
Fire Department – Member Hofstad reported on the Gas line safety training they had
last week.
Park Board – Member Lambert reported on the tables and things coming in.
Relief – Member Hofstad reported that they are getting ready for Marigold Days.
e) Council Member Report
Member Hofstad – made note of graduation’s and summer fishing vacations.
f) Mayor Report - None

10. Adjourn – Motion made by Member Hofstad, second by Member Blair to adjourn the meeting.
Motion passed unanimously.
