MONDAY, JULY 23, 2018
6:30 PM
1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Will Lambert, and Ryan Christensen.
Members Absent: Don Hofstad.
Others Present: Matt Stradtman - DCSO, Michael Thomas, Gretta Becay, John Buckingham, Scott
Larsen and Cami Reber.

3. Additions/Deletions to Agenda - None
4. Consent Agenda – Motion made by Member Christensen, second by Member Blair to approve the
consent agenda as follows:
a) City Council Meeting Minute’s July 9, 2018 and July 16, 2018
b) Warrant List July 23, 2018
c) Dodge County Sheriffs Call Report - Mantorville June 2018
Motion passed unanimously.

7. Old Business/New Business
a) 2018 Street Maintenance Projects
Cami presented the information on the bids for the 2018 Street Maintenance Projects. She
explained that the City has money from the Small Assistance Grants that we have received
which we have not used. The City has $13,000 in the Street budget for 2018 and the rest will
be transferred in from the general fund reserves. Motion made by Member Blair, second by
Member Christensen to approve the 2018 Street repairs/patching estimate for $37,955
received from SL as presented. Motion passed unanimously.
b) Mantorville Relief Association Temporary Liquor License
Cami presented the Relief Associations application for a Temporary Liquor License. She
explained that they are planning to take care of the alcohol this year instead of contracting
with the Saloon. They will be required to provide liquor liability insurance and complete
liquor serving training. Motion made by Member Lambert, second by Member Christensen
to approve the Mantorville Relief Associations Temporary Liquor License for September 7, 8
and 9th contingent on providing proof of insurance. Motion passed unanimously.
c) OWA Architects Final Proposal – Campground Shower/Toilet Project
Cami presented the final architect proposal for work on the Campground Shower/Toilet
Project. Motion made by Member Lambert, second by Member Blair to move for approval in
the amount of $12,200 as written. Motion passed unanimously.
d) 2019 Law Enforcement Contract
Cami presented the 2019 Law Enforcement Contract with Dodge County. The contract for
the 2019 year is $93,036.46, approximately 3% over 2018. Motion made by Member
Christensen, second by Member Blair to approve as presented. Motion passed unanimously.
e) Tree Donation in Riverside Park
Motion made by Member Lambert, second by Member Christensen to approve Resolution
2018-10, A RESOLUTION ACCEPTING A DONATION TO THE CITY OF MANTORVILLE. A
donation was made to the City for a new tree to be planted in Riverside Park. The donor
wants to remain anonymous. Motion passed unanimously.
The City Council and Park Board are planning to plant the tree during National Night Out as a
kickoff to an annual Arbor Day Event. The annual Arbor Day event is a requirement of
becoming a Tree City.
f) Set Workshop Meeting Date
The City Council set the workshop meeting for Monday, August 20 at 6:00 pm.

a) Public Works Report
There was volunteer cleanup along the East Street curve on the trees.
Mayor Bradford passed along a compliment on the parks looking good.
Member Christensen asked Scott about the edging along West Street.
Skid loader repairs could be in the $1,500 range.
Follow up on 9th Street Stop Signs – waiting for Tim to talk to County – Mayor asked
for an update on and to keep him informed of when this will happen.
Rough Road signs at City limits have graffiti.
b) City Clerk Report
Cami gave an update on the meeting witht eh LMCIT Loss Control Rep and ADA.
Attended Relief Financial Meeting – no quorum but the fund is doing well.
Update on Data Practice Request from American Transparency
She and Patti will be attending Election Training later this week.
c) Consultant Report – None
d) Committee Report
Park Board – Member Lambert reported on a number of projects that they are
working on.
e) Council Member Report
Member Christensen – commented that Xcel did a much better job on the power
outage last Friday.
f) Mayor Report
Asked Scott to look at wall by dam, he thinks there is some erosion going on.

10. Adjourn – Motion made by Member Christensen, second by Member Lambert to adjourn the
meeting at 7:01 pm. Motion passed unanimously.
