DRAFT MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, APRIL 8, 2019 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:40 pm. Members Present: Chuck Bradford, Henry Blair, Ryan Christensen, Sharon Davern, Don Hofstad. Others Present: Joan Nesvold, Ruth Pettey, Dan Trapp, James Jencks, Holly Schmidt, Stephanie French – DCSO, Gretta Becay, Scott Larsen, and Cami Reber. 2. Pledge of Allegiance - Done 3. Consent Agenda – Motion made by Member Blair, second by Member Hofstad to approve the consent agenda as follows: a) City Council Meeting Minute’s March 25, 2019 b) Warrant List April 8, 2019 c) EDA Meeting Minutes March 5, 2019 d) April FD General Members Meeting Minutes e) DCSO March Activity Report for Mantorville f) Notification of Exempt Gambling Permit g) SEMLM Meeting Notice Tuesday, April 30, 2019 Member Davern and Member Bradford both noted they would like to attend the SEMLM Meeting on Tuesday, April 30. Cami will get them registered. Motion passed unanimously. 5. Public Concerns 6. Public Hearing - None 7. Old Business/New Business a) Mantorville Saloon Request – Pulled b) 2019 Road Repair Projects Bids/Recommendation – Pulled for next meeting as staff needs time to review them. c) Winter Port a Potty Rental for Riverside Park Member Davern asked if we are required to have an ADA accessible port a potty there? Scott noted that he had not checked into that. Jamie Jencks noted that federal dollars were given to the Park so usually ADA is required. Member Hofstad questioned if this needs to go to the Park Board for their recommendation since this is a Park item. Mayor Bradford noted there is no rush on this. Motion made by Member Hofstad, second by Member Christensen to table the request until the Park Board can review and provide their recommendation. Motion passed unanimously. d) City Council Bylaws/Social Media Policy Member Davern noted that the City of Rochester has a very involved policy but would like to review it and address it. Mayor Bradford noted to have everyone look at the material that Member Davern has gathered. Cami should check with a couple more cities to get some other samples. Send Cami your input or thoughts on this before the next Council Meeting. e) Council Member Resignation – RESOLUTION 2019-09 A RESOLUTION DECLARING THAT A VACANCY EXISTS ON THE MANTORVILLE CITY COUNCIL Council Member Christensen is moving from the City at the end of April and has submitted his resignation. He noted his enjoyment on Council and how much he has learned. Motion made by Member Hofstad, second by Member Davern to approve RESOLUTION 2019-09 A RESOLUTION DECLARING THAT A VACANCE EXISTS ON THE MANTORVILLE CITY COUNCIL. Motion passed unanimously. City staff will post the vacancy on various sites along with the DCI. They will review all applications at the April 22 meeting and take action. f) Face Book Member Davern noted she will send Cami her thoughts on her FB site and send the link to Cami. She requested this be addressed at the next meeting with the Social Media Policy. Cami will put it on the next agenda. 8. TBD a) Public Works Report – Scott reported on the following: • Good to see the ball fields in use. • If we get snow here on out, some of the roads may not be plowed due to the condition of them. He requested sending a letter to the garbage haulers and asking them to pick up garbage at the end of the cul-de-sac instead of driving all the way in there due to the condition of Golfview and Eagle Court. Member Davern noted maybe just requesting that they bring in a lighter truck. He will check on that. b) City Clerk Report – Cami reported on the following: • Noted the SEMLM meeting at the end of the month. Let her know if you are interested and she will get you signed up. • Update on the Dodge County Complete Count Committee that all cities are participating in. She will keep everyone update on it. • Audit work went well. They will present the Audit on May 29. • Gave an update on the Cemetery Road Pre con Meeting held. c) Consultant Report – None d) Committee Report • Chamber – Member Davern gave the update on the Farmers Market work that the Chamber is doing to increase traffic. • Fire Department – Member Hofstad gave the update on the Sky Warn Training, Mutual Aid fire call with Kasson, name change to Gold Cross Ambulance now to Mayo Medical Ambulance, State Schools with 8 members attending, new lights on the trucks. • Relief – talked about raffle tickets. • Safety – haven’t met but Tim is working on things and she continues her grant research. Member Christensen asked how can we remind the safety committee to look at trailers and semis that park overnight and concerns noted to him on it. She commented that anyone can attend the meeting and bring up these concerns. They meet at 6pm on April 29th. • Community Relations – wants to put together plans before they come to City Council on things. They meet on April 26th at 5:30 pm. She asked that we verify that the contact information for her and these committees is on the City website. e) Council Member Report - None f) Mayor Report - None 9. Executive Session - None 10. Adjourn – Motion made by Member Hofstad, second by Member Christensen to adjourn the meeting at 7:19 pm. Motion passed unanimously.
