MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, JULY 22, 2019 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Henry Blair, and Sharon Davern. Others Present: Lynn Boynton – Insurance Brokers of MN, Troy Andrist, Carol Andrist, Virgil Andrist, Jessica Bradford, Todd & Lori Olson, Joan Nesvold, Will Lambert, Bill and Bernita Reding, DCSO Tyler Vermeerson, Joe Adams and Cami Reber. 2. Consent Agenda – Motion made by Member Blair, second by Member Davern to approve the consent agenda as presented: a) City Council Meeting Minute’s July 8, 2019 b) Warrant List July 22, 2019 • Pay Request 4 Ellingson Drainage c) Notice of SEMLM Meeting d) Dodge County Sheriffs June Call Report Mantorville Motion passed unanimously. 5. Public Concerns Will Lambert – For the Marigold Days Parade. Regarding the staging area for the parade which is now under construction. They are requesting permission to use the field on the other side of 9th Street. If it’s moist, they won’t use it. They would prefer to not line them up on the streets as it becomes rather chaotic. Motion made by Member Blair, second by Member Davern to approve the use of the City property south of 9th Street for the parade lineup during stagecoach days. Motion passed unanimously. Bill Reding – 220 West 6th Street. Regarding the previously paid for storm water drainage study. So far the City has not followed it and he would like to know when we are going to do so. The City has a severe drainage problem. In the last month we had two times where we had over seven inches of rain. He is tired of his backyard and driveway being flooded. All his neighbors have experienced flooding problems. We put in a culvert at 7th but didn’t dig the ditch out from 7th to 6th; we didn’t dig the ditch out from 6th to West Street. He feels this all needs to be done before we start doing any more streets. Ditches and culverts throughout the town need to be put in to convert the water down to the river. We paid a separate firm to do a water study because our firm wasn’t qualified to do it. We completed 5th to the river when he was on Council but he would like to see us do the rest of it now. There is open storm drainage between West to Walnut that needs to be maintained by the City. People are landscaping in it and the drainage ditch is much narrower. It needs to be kept free of weeds and debris. West to 6th Street the ditch has been filled in with rock and trees planted; this ditch needs to be opened back up. The culvert on 7th is a foot lower than the dirt running from 6th to 7th. And then from 6th to 7th needs to be all dug out. So many ditches have been backfilled in that water now goes over the road. Member Davern requested the study be sent to her. The Mayor noted there is a history with the swale and we should readdress the drainage study and review everything. Council directed Joe Adams to take a look at the study and review the areas in question above and report back to Council what he finds. 6. Public Hearing(s)- None 7. Old Business/New Business a) 2019/2020 Property Casualty Renewal – Lynn Boynton, Insurance Brokers of MN Lynn Boynton, Insurance Brokers of MN, thanked the Council for the chance to become the agent of record for the City of Mantorville. He discussed the 2019/2020 Property Casualty Renewal. He found a couple of things he is recommending the City add. He added equipment breakdown coverage and Excess Liability coverage in the amount of $2,000,000. He added coverage to the covered bridge and playground equipment in Riverside Park and it has a limit of $28,000. He also added Liquor Liability coverage now that the Fire Department has taken over serving of the alcohol during Marigold days. He discussed the work comp and that we are sitting good there with an attractive experience Mod of .88 which is 12% less than the average. He is going to have the League reassess the sewer plant which will probably change things. He discussed water and sewer backups and negligence. If there is a maintenance program in place, it is hard to get a payment from the City. He briefly discussed the governor’s visit which he was in attendance at and noted the things he learned that he did not know such as the Small Business Administration has some grant funds available to help in times of flooding. He stressed the importance of water and sewer backup insurance that homeowners should have. Homeowners are responsible for the connection from the home to where they tie in to the main line. b) Street Painting Projects Member Davern presented information on the questions that were brought up on the Street paining projects. She discussed the types of paint used and how long it can last. 1-3 years is about typical. She is really presenting this as a neighborhood activity pulling people together. She is also trying to be proactive in bringing things into the City and this could be something that people come to see; street painting projects. She would like to try one street, it’s a low cost. A concern about liability was brought up. She noted that it’s no more liability than the parades we have. Let the neighborhoods determine if they want to refresh it. As a traffic calming thing, it makes people think about where they are. Let’s find new things to bring people to town. After discussion, Member Davern suggested they get a ballpark area of what it might cost per design. Get a good sense of what that is, then look at getting a letter out to the neighbors along the area they want to put it and see what they say. If they come back and don’t want to do it then, fine. We need to find a way to get people to town. She will come up with a survey to bring to the next meeting to get ok’d prior to sending out. Joe was asked to check on striping paint and Rosen paint. c) MN Department of Health Drinking Water Service Connection Fee Increase 2020 Cami presented the memo from the MN Department of health. Currently the fee is .53 cents per month per water customer. It will increase to .81 cents on January 1, 2020. d) Set Fall Retreat Date Due to not a full quorum, this was tabled until the next meeting. e) 2020 Budget Cami briefly discussed the estimated taxable market value numbers she received from the county which when used with the levy dollars determines the tax percentage. She noted the number has increased almost $60,000. She will be sending out an updated budget spreadsheet for everyone to start reviewing and thinking about. Departments/Committee Chairs will also get an email on wish list items for the next budget cycle. f) Fire Department Member Resignation Motion made by Member Blair, second by Member Davern to accept the resignation of Anthony Hofstad from the Mantorville Fire and Rescue Department. Motion passed unanimously. 8. TBD a) Public Works Report – Joe reported on the following: • Bypass Pump – Joe got some prices on a 6” bypass trash pump. $17,693 from Tri – State, $3,500 for hoses, $21,193. The one we have is old and not keeping up. Motion made by Davern, second by Blair to approve the purchase by Tri State pump and hoses. All approved. • Lift station at Jefferson – replace float control panel, it burnt out. Emergency fix. One of the starters inside the panel shut down. $1,998 for one, if we do both it will cost $3,248 to replace. Motion by Blair, second by Davern to approve. All. • Lost power and so had to run the lift station on a generator • A lot of trees down, Olson here today to clean up roads and alley ways • Roads out – Stagecoach and Jefferson and West Street. • Roto Rooter came in to jet out a line that was getting blocked. • Gave thanks for all the help • Brought up inspections on the manholes. Sharon asked if anyone else can do this and asked Joe to bring back some more information. b) City Clerk Report – Cami reported on the following: • Ryan Jech will start on July 31. • Met with key officials in cities in and with Dodge County last regarding Complete Census Count. Encouraging it to be safe and confidential and to get people to participate. Find ways to create outreach of the individual communities. • NNO is scheduled for Tuesday August 6 from 6-8 pm in Riverside Park. c) Consultant Report – None d) Committee Report • Fire Department – Member Davern reported on them picking officers, a large purchase of $5,500, and the creation of the compliance officer position. • Safety – Member Davern noted that someone approached her on the area behind the brewery. Cami will be following up on this. e) Council Member Report – None f) Mayor Report – Mayor Bradford discussed the governors visit noting it was a productive meeting. A question on if we received our 2020 levy notice yet. Cami will check on. 9. Executive Session - None 10. Adjourn – Motion made by Member Blair, second by Member Davern to adjourn the meeting at 8:27 pm. Motion passed unanimously.
