MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, JUNE 8, 2020 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Henry Blair, Luke Nash, Don Hofstad, Sharon Davern – remotely. Others Present: DCSO Deputies Steph French and Tyler Vermeersch, City Staff Joe Adams, Shelly Jensen- Germundson, and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda - None 4. Consent Agenda – Motion made by Member Hofstad second by Member Blair to approve the consent agenda as follows: a) City Council Meeting Minute’s May 27, 2020 b) Warrant List June 8, 2020 c) EDA Meeting Minutes May 5, 2020 d) June 2020 General Member Meeting Minutes e) State Demographer Population/Household Estimates 2019 f) DC Sheriffs Mantorville Call Report May 2020 g) RESOLUTION 2020-11 APPOINTMENT OF ELECTION JUDGES FOR 2020 PRIMARY AND GENERAL ELECTIONS Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing(s) - None 7. Old Business/New Business a) COVID 19 Updates • Regulatory Flexibility Plans Granted – Cami gave the Council an update on the business flexibility requests of the Mantorville Saloon and the Hubbell House. • Other Updates – No other updates. b) Smoke Testing – Professional Service Agreement Joe Adams explained the Smoke testing PSA submitted as part of the overall sump pump inspection project we will be working on. The Council actually approved this last year but due to the amount of rains we received, things didn’t dry out enough to get it done. Motion made by Member Blair, second by Member Hofstad to approve the PSA with WHKS for $3,500 to complete smoke testing. Motion passed unanimously. 8. TBD a) Public Works Report – Joe discussed heavy rains being predicted for tomorrow and they are ready to go if anything happens from them. b) City Clerk Report – Cami reported that new meter installs are going to start being scheduled for July, the campground is picking up and the Audit presentation is slated for the next meeting, June 22. c) Consultant Report – None d) Committee Report • Chamber – Member Davern reported on the meeting with two representatives of SCORE to look at how we can increase business in the City and help build up our current ones. She updated Council on the discussion they had on the old shop building/site. • EDA – Mayor Bradford gave the update on their talks about alternative options for things during what would have been Marigold Days. • Fire Department – Member Hofstad gave an update on the in-person meeting and training they recently held and how they kept their distance and all went well. e) Council Member Report • Member Davern – asked Cami on update for the trailer park. She noted that there have been two trailers removed and she will be working on the inspection and any letters that need to go out. • Member Nash – he noted that with the cancellation of Stagecoach Days, he is working on a rally of a car cruise and/or show event. f) Mayor Report – The Mayor gave a reminder to everyone regarding sump pumps and that they cannot be connected to the sewer system. 9. Executive Session - None 10. Adjourn – Motion made by Member Nash, second by Member Hofstad to adjourn the meeting at 6:46 pm. Motion passed unanimously.
