1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Luke Nash, Don Hofstad, and Sharon Davern (Remotely).
Others Present: Lyle Hoaglund, Paul Larsen, DCSO – S. Boerner, City Attorney Scott Riggs, City Engineer Tim
Hruska, City Staff Joe Adam, Shelly Jensen-Germundson, and Cami Reber.

3. Additions/Deletions to Agenda – Added 7 f) Member Davern asked to have further discussion on the pool
issue.
4. Consent Agenda – Motion made by Member Nash, second by Member Blair to approve the consent agenda
as follows:
a) City Council Meeting Minute’s June 22, 2020
b) Warrant List July 13, 2020
c) Park Board Meeting Minutes May 26, 2020
d) EDA Meeting Minutes June 2, 2020
e) Fire Department General Members Meeting Minutes

Motion passed unanimously. All approved.

7. Old Business/New Business
a) 2019 City Financial Statements Presentation
Jason Boynton, Smith Schafer and Associates, presented the 2019 Audit. He issued an unmodified
opinion - clean opinion on the City Financials. He reviewed the Audit summary with the City Council.
There were no further questions or comments.
b) 2020 Street Bids
City Engineer Tim Hruska presented the bids for the 2020 Street Projects. 5 bids were received with
SL Contracting coming in with low bid at $335,682. The Council discussed the street projects with the
base bid and the additions from the addendums previously presented. Member Nash asked what the
time frame is and are we holding back retainage. Tim noted an October 1 completion date and the
typical 5% retainage doesn’t apply anymore due to a law change. It is now down to 1% plus we have
the performance and maintenance bonds which protect us. Motion made by Member Blair, second by
Member Hofstad to accept the bid by SL Contracting in the amount of $335,682. Motion approved
unanimously.
c) Meetings of Council and Other Boards
City Attorney Scott Riggs was present and spoke to the City Council about the options for holding of
meetings. He noted that any future types of off-site meetings would have to be open to the public
because we don’t have a declaration in place. Where ever someone is operating from off site has to be
open to the public. Member Davern noted that she does not feel safe attending meetings in the small
Council Chamber room and she would be willing to go down to the shelter to hold a meeting that is
public. She would connect the same way they are now. Discussion took place on the future, if this
doesn’t work. Member Davern noted that she doesn’t want to be around people who are not
protected.
Mayor Bradford asked if we want to move the physical location from the Council Chamber. Member
Nash noted he would be in favor as long as we kept it on City property and it would be only a
temporary thing. Member Hofstad agreed with Nash and maybe we should move to the Fire Hall.
Mayor Bradford noted the same feeling. Member Blair noted the park would hold some issues as its
not much bigger than the Council Chamber and hearing could be a problem as vehicles drive by. Also
note that we should be concerned with ADA compliance in the spaces that are chosen.
Discussion on the future of this and how long we need to continue. Attorney Scott Riggs noted that he
feels that there may be a decision made by the Governor soon that could change whatever we decide.
No matter what we do, the appropriate notice needs to be made. Member Nash noted to table this
until the next meeting. The options are to change the meeting location to the Fire Hall or the Park or
allow Member Davern to hold her portion of the meeting remotely and post it. Member Davern noted
she would be more comfortable in the Council Chambers if we were all wearing masks but she doesn’t
see that happening.
d) Coronavirus Relief Funds
Cami explained the Coronavirus Relief Funds and the portion that the City can receive. She is
requesting approval that we submit the certification form to the State, get the funds on their way, and
have further discussion at the next Council meeting regarding distribution and use of the funds.
Motion made by Member Nash, second by Member Blair to approve submittal of the form. Motion
passed unanimously.
e) Draft Ordinance Review Section 50.01 and 95.04
Cami explained the draft of Section 50.01 and 95.04 that is being presented to the Council. The draft
encompasses everything she discussed previously. She is asking for any additional input from
Council. There are some additional updates she is working with the Attorney on which relates to
removing dollar amounts, and dates that are currently listed within the draft. The Final Draft will be
brought forward at the next meeting and then posted as required.
f) PW Purchases
• Flow Meter at WW Plant – Joe discussed the flow meter replacement needed at the WW site.
The cost through Meter Technology Solutions is $4,100. Motion made by Member Nash,
second by Member Hofstad to approve the purchase. Motion passed unanimously.
• Jetter Truck Condition/Future – The Jetter Truck did not pass DOT inspections. There are
$1,500 in repairs that need to be done plus the jetting unit is shot. It is only used to fill the ice
rink. He recommends to take it down to the Auction site instead of the continued paying
insurance on something and putting money into it when it isn’t used regularly. Motion made
by Member Hofstad, second by Member Nash to approve the disposal of the unit to the Auction
site. Motion passed unanimously.
g) Pool Filling
Member Davern Sharon wants to see this option open to the public. She suggested some sort of
voucher for next year for those people who filled their pools but weren’t aware of the option for the
Fire Department to do it. Council discussed. They agree this should be open to the public and they
don’t want to set anything in place for vouchers next year as the policy might change.
8. TBD
a) Public Works Report –Joe reported on the following:
• Trees were put in in Riverside Park last week.
• Doesn’t have a date for painting of the pavilions but hopes it is in the next couple of weeks.
b) City Clerk Report – Cami reported on the following:
• The new water meter installs have begun.
• The FEMA Disaster from the last year floods have project totals of $129,202. Waiting on state
confirmation of the City recovering 75% or $96,901.
c) Consultant Report – None
d) Committee Report
• Chamber – Member Davern reported on the brainstorming of ideas to present to SCORE; they
are kicking around other festival ideas and things.
• EDA – the EDA granted a little over $6,000 in micro loans to date. Abby Wright is moving on
and we have a new CEDA rep, Laura Qualey. Discussions now on a possible Kasson Mantorville
EDA alliance to see if there are areas we can move together on.
e) Council Member Report
• Member Davern asked to have the 9th Street Numbers available at the next meeting.
f) Mayor Report - None
