MANTORVILLE CITY COUNCIL MEETING
MONDAY, AUGUST 10, 2020
6:30 PM
1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Luke Nash, Don Hofstad, Sharon Davern.
Others Present: Lynette Nash, Tod Fyten, Lyle Hoaglund, Terry Eckstein, Jason Wilker, Cyndi Nelson, Paul
Larsen, City Staff Joe Adams, Shelly Jensen-Germundson, Cami Reber.

3. Additions/Deletions to Agenda - None
4. Consent Agenda – Motion made by Member Hofstad, second by Member Nash to approve the consent
agenda as follows:
a) City Council Meeting Minute’s July 27, 2020
b) Warrant List August 10, 2020
c) Fire Department General Members Meeting Minutes
d) DCSO Mantorville Call Log July
e) PSA for 2020 Street Projects Construction
Member Nash requested sending the PSA to the City Attorney for review as a conditional approval.
Motion passed unanimously.

7. Old Business/New Business
a) Street Closures Request– Lynette Nash
Lynette Nash approached the Council with the request to get permission for street closures for the
Mantorville drive in – a classic rides show. This will consist of cars and motorcycles and it will be free
to all. The request is to close 5th Street west between Highway 57 and Clay Street on August 20th from
6-8 pm to allow room for the exhibit vehicles and people. They have asked the Lions to do their brat
cart. Parking of vehicles will be along 5th Street and on the Relay lot.
b) Marigold Days Fireworks – Cindy Nelson
Cindy Nelson approached the City Council to get permission to do fireworks during the weekend of
Marigold Days; that Saturday of. They have provided the insurance and information needed. Motion
made by Member Nash, second by Member Blair to approve the request as presented. Motion passed
unanimously.
c) Mantorville Chamber Request for Time Extension on Building Proposals
Terry Eckstein, Mantorville Chamber President, approached the Council representing the Mantorville
Chamber, not the MRA. It is their preference that the City work out something with a private entity to
get the building back on the tax rolls. He submitted a Resolution from the Mantorville Chamber
requesting just that. He appreciates the cooperation from the City on this. He is meeting with the
MRA tomorrow night. The MRA is not in favor of adding a 7th building to their roster of buildings nor
are they in a position financially to purchase the property. He is meeting with them for ideas. He
thanked the Council for allowing them to speak.
Tod Fyten spoke to the Council. He is interested in the property and feels it would help out the City by
saving us from demolition costs. He feels that a tap room for the brewery would be ideal in this
building. He has put together a proposal for the Council to consider.
d) Coronavirus Relief Funds – Resolution 2020-14 A Resolution Authorizing Administration of
Coronavirus Relief Funds by Mantorville EDA for Business Relief Program
Motion made by Member Blair, second by Member Nash to approve Resolution 2020-14 A Resolution
Authorizing Administration of Coronavirus Relief Funds by the Mantorville EDA for Business Relief
Program. Member Davern asked about the primary income clause and asked why you cant apply.
Council discussed. Member Nash noted to give those with a primary job first opportunity. Member
Davern asked that it be noted that if there is a secondary round, they might be eligible. She is
uncomfortable saying no outright. She suggests we take the application and have them mark on it if it
is primary or secondary income. Motion passed unanimously.
e) 2021 Budget
Cami reviewed the draft 2021 Budget with the Council. After a review and discussion, there was a
consensus to set the Preliminary Levy at 10%. She will bring back the resolution that sets the
preliminary levy for 2021.
8. TBD
a) Public Works Report – Joe reported on the following:
• 9th and Jefferson intersection – request to get a T-Sign to place there to help slow down traffic.
The cost is less than $100 and he has posts at the shop to use. Consensus of Council to go
ahead.
• The Covered Bridge work will start this week on the retaining wall.
• There are 4 trees above the dam that need to be removed at a cost of $1,180. Motion made by
Member Nash, second by Member Hofstad to approve. Motion passed unanimously.
• WHKS is starting smoke testing tomorrow. It should take a day and a half and the City has
made notifications on this.
b) City Clerk Report – Cami noted that the Primaries are tomorrow.
c) Consultant Report – None
d) Committee Report
• EDA – Mayor Bradford noted there is little change in Revolving Loan Fund, they are having
discussion on the lots we sold, they approved the presentation on the larger than life project,
and had a discussion on grants.
• KM Joint Powers – Mayor Bradford noted they are looking at more work with the Basketball
Court in Riverside park - an improved surface. The Lions Park is adding an additional court.
• Park Board – Member Blair noted that the pavilions have been painted.
e) Council Member Report
Member Davern – She is still reviewing the 9th Street Speed Study. She is hearing that this is still an
issue and she wants to get back to that.
Member Nash – Asked about the status of the meters and where are we on the Highway 57 Project. He
wants discussion to begin sooner than later with the businesses this is going to affect.
Member Blair – None
Member Hofstad – None
f) Mayor Report
Mayor Bradford noted that Member Nash will be the backup for the Chamber Meeting as the Council
Liaison, replacing Member Davern. He is part of the schools local advisory committee. There are 20 of
them from various areas that are part of the subcommittee to make the plan on opening up the
schools. Once the plan is made, they will continue to meet on a regular basis for any changes needed.
Motion made by Member Blair, second by Member Nash, close 7:21 pm to go into executive session.
Motion passed unanimously.
Motion made by Member Blair, second by Member Nash, to close the executive session and go back
into open session at 8:15 pm.
9. Executive Session
The purpose of the Closed Session was to discuss the proposals submitted on the purchase and use of the
City owned building formerly known as the Radiator Shop. The building is located next to the Mantorville
Brewery. After discussion in the closed session, it is the consensus of the Council Members that they
respectfully decline all offers. They will move forward with what is in the best interest of the City.
10. Adjourn – Motion made by Member Nash, second by Member Hofstad to adjourn the meeting at 8:16 pm.
